Intro Topic & Give Background (if needed) Lottery – many different ways to play, played in all fifty states, played by an estimated 2 million Americans each week. C. Statement (states writer’s stance/side) Lotteries should be outlawed. d. Three reasons for stance Reason #1: They’re a waste of money. Reason #2: Damaging to health of winners & losers.
