Current situation (1) Commission Regulation (EC) No 912/2004 of 29 April 2004 establishes for PRODCOM that the “observation unit shall be the enterprise as defined in Council Regulation (EEC) No 696/93 (5) on the statistical units for the observation and analysis of the production system in the Community. Member States may collect data using another statistical unit as observation unit as long as they transmit Enterprise data to Eurostat.”   Item 03.4 Prodcom Working Group 18th -19th September 2014

Current situation (3) Regulation No 696/93: in several member states legal units or KAUs are still used as sampling and observation unit Are/can data reported to Eurostat transposed at enterprise level? The French exercise shows that implementing the current definition of enterprise would: exclude some ‘market flows’ would be excluded from Prodcom statistics. sub-contracted operations that involve units within the same enterprise would not be recorded anymore. FRIBS-state of play New enterprise definition proposed- the same principle legal units that are not sufficiently autonomous should not be considered as enterprises. BSDG meeting of June 2014: focus first on a better interpretation of the old definition. Each domain assesses the impact of a proper implementation of the old definition and makes a proposal: enterprise in SBS, KAU in STS Item 03.4 Prodcom Working Group 18th -19th September 2014

PRODCOM issues Enterprise as statistical unit in PRODCOM? Do we want to exclude inter-legal units/KAUs flows? The domestic production principle => the SU is the ‘truncated enterprise’ Separation of the observation/statistical unit: enterprise but the observation unit can be the legal unit (coherent with current proposal in SBS) Issues of consistency with STS Item 03.4 Prodcom Working Group 18th -19th September 2014
