November 8, 2018 The Camp Fire started about 10 miles outside of Paradise around 6:30 am Named for Camp Creek Road near the area the fire started Within a few hours, the Town of Paradise was 90% destroyed Over 13,000 homes and businesses were destroyed. More than 26,600 residents of Paradise continue to be displaced

National Disaster Recovery Framework Local Governments The local government has primacy in preparing for and managing the response and recovery of its community…The local government leads pre-disaster recovery and mitigation planning efforts and has the primary role of planning and managing all aspects of a community’s recovery post-disaster. Since the first night of the fire FEAM Cal-OES and many other federal and state funding sources and agencies have reached out to assist. There is a manual and a practice although its hard to fit the scope and magnitude of this event into any “model for recovery,” but the simple fact is this—The Local Government plays the primary role of planning and managing all aspects of the community’s recovery. There are many groups stepping up to help and as we put some structure around post recovery disaster, we will be asking our partners to come to the table (a big table) to help with one recovery effort. There are many, many layers.

Town’s Financial Projection – Pre Fire Financial Recovery involves many state and federal partners and funding sources. But it is a mixed bag and not our normal funding model.

General Fund Long Range Projection Robert Leland of Management Partners donated a financial projection tool for modeling recovery from Camp Fire Missing piece to the Town’s financial outlook is the insurance settlement for lost tax revenue This projection assumes State property tax backfill for 3 years and $5 million insurance settlement Leaves gap of $156 million over 18 years Robert Leland of Management Partners worked with staff and donated a financial projection tool to begin modeling the financial loss and recovery from the Camp Fire. This model has been used by Stockton and other cities managing financial crisis.   The big question and missing piece to the Town’s financial outlook is how much of a settlement the Town will receive on its lost tax revenue claim from insurance. Assuming the Town receives property tax backfill for three years from the State, and a lost tax revenue settlement of $5 million from insurance, the gap in funding for the general fund is $156 million over 18 years.

Recovery Planning Planning and rebuilding. Through a grant from the Butte Strong Fund the town hired Barry Long from UDA to assist with the community vision. Special recognition goes out to the Butte Strong Fund and the North Valley Community Foundation for providing disaster relief that is fast and targeted. This also includes helping our residents rebuild. Then we launch into long term recovery---which is where we are now. The Council will be presented with the final draft of the at a Special Meeting on May 22. At its regular meeting on June 11th, the Council will adopt the plan, projects (concepts) and other safety related ordinances for the rebuild effort. and then 3 core will help us obtain a grant to implement a long-term, detailed recovery strategy.
