Existing Perkins Systems: CAR The percentage of those who took out ONLY subsidized loans (and no unsubsidized loans) decreased from 15 percent to 13 percent between 1995–96 and 2003–04 Borrowing of subsidized AND unsubsidized loans doubled during this time (from 7 percent to 15 percent)
