DOE Electrical Safety Handbook 2016 EFCOG Electrical Safety Workshop Lloyd Gordon Mike Hicks Tommy Martinez Jeff Williams

Topics Background 2016 Workshop progress Headquarters support Content outline Path forward

History of Handbook 1990 - 1993 Development (facility only) 1993 - draft, Chapters 1 - 8 1994 - 1997, R&D Development January 1998 - release 2003 - attempt to eliminate March 2004 - 1st R&D Electrical Safety Meeting/Workshop April 2004 - Edit to Handbook due December 2004 - Revised handbook, added excavation March 2005 - 2nd R&D Electrical Safety Meeting/Workshop March 2006 - 3rd R&D Electrical Safety Meeting/Workshop July 2007 - 1st Joint DOE Electrical Safety Workshop

History of Handbook – cont. October 2008 - revision finalized January 1, 2009 – was submitted to DOE Back to the drawing board 2010 - revised Electrical Safety Handbook, 2 new chapters Added equipment approval and hazard classification 2010 – 2013 editing, code referencing, reorganization, REVCOM 2013 published, two new EFCOG chapter pushed to appendices, controversial (it took 6 years to revise) 2016 EFCOG working group, plan how to proceed 2018 EFCOG – this update

DOE Handbook – 2004 revision – leads Bobby Gray, Lloyd Gordon 1.0 Introduction 2.0 General Requirements 3.0 Electrical Preventive Maintenance 4.0 Grounding 5.0 Special Occupancies 6.0 Requirements for Specific Equipment 7.0 Work in Excess of 600 V 8.0 Temporary Wiring 9.0 Enclosed Electrical/Electronic Equipment 10.0 Research and Development 11.0 Electrical Safety During Excavations – EFCOG product 12.0 References Appendix A - DOE Model Electrical Safety Program Appendix B - Acronyms and Definitions Appendix C - Work Matrices - Examples Appendix D - Regulation Matrices

2016 Working Group Goal To eliminate code repetition eliminate sections that are a repeat of existing codes and standards (NEC, 70E, NESC) this shifts the focus to an R&D handbook Reorder the handbook to include all material in main body, in a manner that flows To brainstorm new sections To consider options for a path forward for publication

2016 Working Group Members Mike Hicks, DOE INL Lloyd Gordon, LANL Tim Snow, NREL Richard Green, LLNL Don Bourcier, LANL Eugene Santiago, BNL Joe Kilar, ANL retired John Lacenere, PPPL John Echave, LANL Marion Wilde, SNL retired Mark Mathews, ORNL retired Terry Meisinger, HQ-DOE

2016 Working Group Products Went through complete handbook, marked for: elimination consideration for reduction/elimination update Listed ideas for new material Proposed options for path forward for publication Had conference call with headquarters

Options for DOE Electrical Safety Handbook path forward Updates to existing handbook, DOE Updates and add new material, DOE Completely restructure handbook, DOE Eliminate redundant code info, reorder Break into two handbooks Existing application of codes to labs, DOE Research laboratories, Science and NNSA, EFCOG Pull handbook out of DOE, make it EFCOG handbook Headquarters committed to support and expedite publication of handbook

DOE Electrical Safety Handbook – 2 Handbooks Introduction general General Requirements general Electrical Preventive Maintenance code Grounding code Special Occupancies code, explosives Requirements for Specific Equipment code Work in Excess of 600 V code Temporary Wiring code Electrical Safety During Excavation code A – DOE Model Electrical Safety Program B – Acronyms and Definitions code E – Referenced Citations code Introduction general General Requirements general Hazard Analysis R&D, both Risk Assessment both Enclosed Electrical/Electronic Equipment R&D Unlisted Electrical Equipment Approval R&D Research and Development R&D Electrical Severity Measurement Tool A – Acronyms and Definitions code

2018 Update Handbook revision approved by headquarters Justified uniqueness of handbook (e.g., R&D) Contains material not found anywhere else Eliminated code repetition Reordered Handbook to include all material in main body Listed ideas for new sections

Consideration for Elimination The next few slides look at each chapter for Elimination - Yellow Update - Blue Closer consideration – Green

Elimination criteria Material fully covered by existing code (e.g., NEC, NESC) ELIMINATE Material covered by existing code, but has unique challenges at DOE sites (e.g., maintenance, excavation) Revise and keep Material covered by existing code, but integrates with R&D material (e.g., AC hazard classification) Integrate and keep Material unique to handbook (e.g., equipment approval, hazard classification, etc.) KEEP - This is about 80% or more of the material
