Overview: Status of the civil registration system: Estimated birth registration completeness for the most recent years Year: 2017 ___% Year: 2018 ___% Estimated death registration completeness for the most recent year Year: 2017 ___% Year: 2018 ___% Estimated completeness for Births=Number of births registered within one year of occurrence/ Number of births estimated by most recent census*100 Estimated completeness for Deaths =Births=Number of deaths registered within one year of occurrence/ Number of births estimated by most recent census*100

Role of the health sector in supporting civil registration functions Does the Ministry/department of health support civil registration functions in your country? If so, please share your experience on how. Yes it does. Any registration of birth or death require a notification from the hospital and same has to have a stamp on it. The notification of birth is also automatically transferred from the Health Information System to the BDM System.

Record capture, storage and Archival Does your country operate a manual or electronic system of data capture and storage for civil registration functions? Both If electronic: Provide name of IT system in use: eBDM Are individual birth records linked to death records? (i.e. is the system person-based or event based?) Yes through the birth registration numbers Do you use a unique identification number/code for civil registration records? Yes If yes, how is it generated, what is the structure of the number/code? System generate an unique identification number for civil registration records. The format is “B/D/M+YY+5 digits sequence number+2 random number+1 check-sum character”. YY will reset based on the calendar year, 5 digits sequence number is keep track the number of registration has been recorded the year, the last three digits and character are used to increase the security, so that other people not so easy to guess other’s identification number. For example, if it is a birth record, the unique identification number is “B190803264C” Is the code used by other government departments, if yes, which ones? No – Currently some agencies are using this. Not directly but indirectly, particularly FRCS, FNPF, PATIS+ and soon Immigration.

Use of civil registration data to confirm/ validate legal identity Do you share birth and death data collected through civil registration to other government departments ? If so which government departments do you most regularly share data with? Fiji Revenue and Customs Service, Fiji National Provident Fund, Department of Police Is the data shared electronically or manually? Electronically and manually where there is a manual search required. Is data sharing regulated by legislation or any policy instrument? Done through MOUs that both parties have executed. Please share any challenges/ relevant experiences surrounding the sharing of such data. Access to the system, what information should be disclosed, relevant privacy laws, technical readiness for system-to-system sharing, data standards.

Status and plans for implementation of a national ID system Please share your country’s status and plans for implementation of a national ID system Does your country have or are there plans for implementation of a national ID system? There are plans to implement national ID system Which Ministry is leading its implementation? The initial works is being done and once approved, we will have confirmation on who will take the lead role. At present, multiple Agencies are involved. Is the national ID system linked to the civil registration system (do birth and death records from civil registration flow into the national ID system)? Yes, plans are to have that link. Please share any relevant experiences/challenges associated with this theme? Data cleansing, addresses, details that may have changed, data verification.
