Initiatives at National level in Romania ROMANIA THE MINISTRY OF EDUCATION, RESEARCH, YOUTH AND SPORT THE NATIONAL CENTRE FOR TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING DEVELOPMENT Initiatives at National level in Romania National Quality Assurance Framework in Technical and Vocational Education and Training (NQAF in TVET) - developed on the basis of the European Common Quality Assurance Framework for VET (CQAF in VET) in 2003; basic principles of NQAF in TVET, as adopted by the quality assurance Law (launched in 2005 and issued on 2006) are: results-centred QA; emphasis on internal evaluation (self assessment) at provider level; promotion of continuous improvement of education and training; protection of the interests of the education beneficiaries (first of all, students’ and employers interests – client phase); promotion of the development of a quality culture at provider level

Romanian institutional framework -1 ROMANIA THE MINISTRY OF EDUCATION, RESEARCH, YOUTH AND SPORT THE NATIONAL CENTRE FOR TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING DEVELOPMENT Romanian institutional framework -1 the QA Law stipulates the foundation of two National Agencies for QA in education, one for higher education (ARACIS) and one for pre-university education (ARACIP); ARACIP and ARACIS are responsible for: external evaluation for authorization and accreditation of all education providers , TVET included external evaluation of the quality of education offered by accredited education providers , on a regular basis (every 5 years);

Romanian institutional framework -2 ROMANIA THE MINISTRY OF EDUCATION, RESEARCH, YOUTH AND SPORT THE NATIONAL CENTRE FOR TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING DEVELOPMENT Romanian institutional framework -2 by QA Law, all education providers (including TVET) have to establish an internal Quality Assurance and Evaluation Commission, which: coordinates the application of institutional self-assessment procedures and activities; elaborates an annual self - assessment report (SAR); formulates quality improvement proposals the annual self –assessment is mandatory for all education providers; by QA Law, all SAR must be submitted to all beneficiaries/stakeholders.
