Process & Timeline Fall 2018: DE was awarded strategic planning technical assistance by US DOL Oct 2018 – Apr 2018: weekly planning meetings with US DOL consultants from Maher & Maher (Robin & Hope) Jan 2019: Service Integration Continuum Retreat for WIOA Leaders with WINTAC Consultants (via US DOE) Jan 2019: Survey to WIOA Leaders for initial ideas and direction Feb 2019: 1st Strategic Planning Retreat Feb – Apr 2019: Action Planning Working Groups (Front- end services; case management & business engagement)

Process & Timeline Apr 2019: 2nd Strategic Planning Retreat (Adult Career Pathways & Process Re-design Working Groups developed) June 2019: Final presentation & comments on 1st 3 Action Plans (to WIOA Leaders) July 2019: Adult Career Pathways & Process Re-design Groups begin action planning efforts July 2019: DWDB Presentation Aug 2019 – June 2020: Implementation technical assistance from WINTAC Sept – Oct 2019: Final Review of One-Stop System Action Plans

Resource Alignment and Expansion Cultural Transformation Vision for Delaware’s One-Stop System: To bring together workforce development, educational, and other human resource services in a seamless, customer-focused service delivery network that enhances access to the programs’ services, assists individuals in obtaining suitable employment, enables employers to obtain qualified employees, and improves long-term employment outcomes for Delawareans. Resource Alignment and Expansion Cultural Transformation Strengthen committee functioning capacity and build partnerships Optimize resource alignment and leveraging opportunities Continue work on service integration Develop data sharing agreements among relevant partners Develop co-enrollment processes Develop and implement a sustainability plan Drive the alignment of resources and services among interagency partners Build cultural transformation engagement across agencies Develop consistent messaging of vision and strategic direction of resource alignment Identify skill and training needs of system personnel Establish a process of assessment and continuous improvement of professional development Process Redesign Pathways Evolution Enhance the client assessment, referral and case management processes Use process maps to identify common activities that could be integrated or consolidated Recommend structure for common intake and assessment – job seekers Define structure for partner referral process (including referral reporting) Develop One-Stop system customer feedback processes – job seekers and employers Improve online services for customers, including a suite of valuable new tools Develop a unified business services model across agencies Build a cohesive and unified workforce system brand Create a social media campaign Align secondary, post-secondary and adult education and training programs across Delaware’s career pathways systems Focus education and workforce funding on middle- and high-skill occupations in key industry sectors, including apprenticeship Strengthen employer engagement and outreach across pathways’ programs and partners Coordinate activities that support in-school and out-of-school youth across the career pathways system Develop a shared accountability model across Delaware’s career pathways system

Front-end Services Strategy # 1: Conduct and share findings from a WIOA Partner Staff Assessment Survey Strategy #2: Develop and conduct trainings for WIOA partner front line staff regarding partner services Strategy #3: Develop marketing materials for WIOA clients and provider staff that provide core information on WIOA partner services

Case Management Strategy # 1: Evaluate the need for a statewide universal Customer Triage Strategy #2: Evaluate the need and options for a shared data warehouse Strategy #3: Evaluate the strategies for Statewide Service Alignment – To develop an interagency case review to align services and share common assessments

Business Engagement Strategy # 1: Conduct an audit of the landscape of all business outreach resources in state government. Strategy #2: : Meet with agency and business hiring managers statewide to inform organizations about WIOA clients and develop marketing strategies and services to target populations for employment opportunities. Strategy #3: Establish a shared sales referral cloud based system for use by WIOA partners and businesses to network information.

Action Plans Under Construction… Process Re-design Action Plan With DEMEP assist, many WIOA Program front-end processes were mapped Action plan is under development, along with future state map Adult Career Pathways Action Plan 7/3 was 1st meeting DelTech & Vo-Tech schools are on working group WINTAC consultants are also involved

The One-Stop System’s 5 Action Plans are expected to be finalized by October. Implementation of some action steps have already begun.

Involving Leaders at the Top Cerron & Bill will be working with Cabinet Secretaries and Division Directors to ensure they support the objectives that are being proposed.

Implementation Assistance Lou Adams, WINTAC consultant, will be working with the WIOA Leaders on implementation of our action plans. He is a content expert in the science of implementation.
