Education both as a systemic process and as a tool represents a milestone in ones empowerment. Education is an important tool that contributes to several aspects of a persons life in order. to take advantage of what have been learned and how to productively it in either personal or professional life. The major role of education is to create an educated and a more critically founded society. In the culture today, there is a huge emphasis on education, especially higher education. Society usually says the more educated, the better of a person will be and several studies indicate at these integrated factors represent essential elements for sustainable economic and social development of a Nation-State Initiative of Education Charter

The movement of advocacy of higher education for better livelihood started in the suburbs of London, UK by few citizens of Asian origin in the month of January 1999.Within a year it spread its movement from Europe to Asian Countries and become an international place for advocating something good for society. Whereas, during a gathering of likeminded people at Assembly April 1999, held in Kolkata City, The then Chairperson Ms. Anjana Singh proposed the founding of a worldwide network of likeminded people for the greater good of humanity, and subsequently initiated, and provided support for the formation of Global Society for this cause and formed Global Civil Society, CCLP Worldwide. The formed entity was proposed to be regulated by the charter of the Society. In May 1999 the members of the Council have adopted the UN Declaration of Higher Education for twenty First century as their core founding principles. It was decided to change the headquarter of the international advocacy from UK to some under developed or developing countries and resolved for India Kolkata. And the entire council was transferred to more dynamic youth of the society. The Global Civil society movement has seen the history of 10 years ( ).This advocacy was projected at international level and universal declaration of UNESCO towards the higher education for twenty first century was adopted as its core founding principles of charter. In the year 2004 formal association was registered in the Indian territory as The Chamber Of Computer Logistics People to ignite the movement and promote the charter worldwide. The declaration of Higher Education for sustainable better livelihood was adopted to promote it as "Education Charter International". The year 2008 has seen adoption of Global compact ten principles in the area of labour, human rights anti corruption and environment as founding principles to Education Charter. 1. Transformation of national Higher Education System should be the political agenda of each Country of the World. 2. Public Funding for Higher education must ensure that demands for higher education in the society for rapid reaction must be met with the capacity of higher education institutions to respond adequately to these demands. 3. Clear and uniform polices of Government towards Higher education for continuous development of centers to ensure meeting of demands. 4. Effective structures for monitoring the implementation of national higher education policies or programmes 5. Governmental attempts to influence university and college developments in the area of lifelong learning should be encouraged 6. Role of Higher Education Professional should be prominent to monitor and formulate the policies 7. Higher education institutions should be expected to operate autonomously in implementing policies and realizing Higher Education goals within the agreed framework. 8. Every Country must possess an independent, de-politicised higher education policy mechanism to ensure progressive research in this area. 9. Government Policy must encourage not for profit objective of Higher Education Institutions. 10. Government Policies must discourage irrational commercialization of Higher Education Institutions. Final Verdict The time has come for Intermediaries -Government, NGO, Education institution and society to look at new ways of implementing these traditional roles and build nation of educated youth of the 21 st century. A World with sustainable better livelihood Final Call to Action
