WHAT IS THE TRANSITION? Transition underpinned by two strands: Transfer of accountability, capacity and responsibility from the international community to Government. From unpredictable humanitarian financing to predictable, multi-year on-budget support. E.g., Predictable resources for predictable needs. The transition is from relief to development The transition is from relief to development. Recovery should not detract from development financing. Aligned behind one Government led strategic plan that sets out the priorities, funding, delivery, time-frame and exit strategy. Recovery can not be sustained as a separate category from development in the longer-term. This is a time-bound fund. A recovery fund needs to be matched with a resource mobilisation strategy and a partnership for scaled up delivery and implementation.

Non-state delivery is necessary in the interim period but support to recovery will need to outline the mechanisms and time-frame by which state capacity is enhanced. The recovery strategy must set the strategic direction for conflict transformation, recovery and peace building ( it is this aspect of transition which is most under-funded. We should not reduce level of aid. Reduced humanitarian expenditure (because of declining needs) should be compensated by increased recovery or development expenditure. We should not leave critical unfunded gaps in the transition.
