New Ordinance of Higher Education (högskoleförordning) 2006, introducing three levels of higher education and specified objectives for each degree (learning outcomes) Revision 2011 based on Bill 2009/10:149 Academia for this day and age – greater freedom for universities and other higher education institutions (Autonomireformen) More freedom for universities mainly concerning internal organisation and forms of employment Background, Autonomy Project

conducted on the basis of SLUs vision and operational concept (vision och verksamhetsidé) intended to contribute to: - improved quality of operations (world-class) - harmonization and transparency - greater efficiency in all operations - easing internal collaboration - greater attractiveness to the best students and staff - greater pride in SLU - an organisation in harmony with other universities the doctoral education harmonized in order to: i) contribute to one SLU ii) get a quality assured system with tools for planning & documentation iii) simplify rules and increase efficiency in administration iv) integrate learning outcomes in planning and follow-up v) contribute to a good academic study environment The Autonomy Project at SLU

Research schools available for all PhD-students, funding and follow-up at university level Admission regulations for third-cycle (doctoral) education revised - doctoral grants (utbildningsbidrag) not permitted - strict terms for personal scholarships & min SEK per month - certificates of top candidates checked by SUS - always on-site visit by the top candidate before admission - a doctoral student who has been awarded a Licentiate degree must apply in competition for an advertised place to continue his/her studies for a PhD Achievements PhD education
