Richard Matthews - Clerk, Bigbury Parish Council Matters arising (and/or still outstanding) from Parish Council meeting January 9th 2019 Air Ambulance night landing site – opening ‘ceremony’ - Pending Refurbishment of BT phone boxes – Pending Response received from BT November 21st 2018 With regards to the repaints, all our paint work is done during the better weather in the summer months so if our contractors have not painted the kiosks by now then I am very sorry but they won’t be done until the spring of next year at the earliest. Richard Matthews - Clerk, Bigbury Parish Council Affordable housing scheme at St Ann’s Chapel We are still waiting for the planning application for the affordable housing scheme to be formally confirmed as valid by SHDC and for the application to be posted in the SHDC website. We have been informed that Wendy Ormsby is the case officer and I have sent her several emails trying to find out why there has been such a long delay. Initially SHDC were waiting for the submission of the Heads of Terms of the Section 106 Agreement but this was, as far as I know, sent to the Council towards the end of January 2019. I was then informed by Wendy Ormsby on 7 February that the Council had not received the Contamination Report. This was, however, a mistake as it had been an Addendum to the Flood Risk and Drainage Statement, sent to the Council on 8 January 2019. This was confirmed to SHDC by the Architects the next day and as far as I am aware they now have everything required.   I am also trying to set up a meeting with Wendy Ormsby to discuss the details of the application. I am sorry for this delay and will do all I can to ensure that the application is now progressed quickly and can be made available for inspection and for public consultation. The application has been allocated the reference number 4214/18/FUL but until it is validated is not available for inspection. Neighbourhood Plan The Regulation 14 Consultation of the Neighbourhood Plan commenced on Friday, 21 January 2019. The 6 week consultation period will expire on 8 March 2019. We had two community events to discuss the plan and to answer any questions. There were 17 attendees at the event held in the evening on Wednesday, 30 January 2019 and 21 attendees at the event held in the morning of Saturday, 2 February 2019. So far we have received very positive comments from the community with some people having completed a comments sheet or sent me an email with their comments. Those received so far have been very helpful and we look forward to receiving further comments prior to the deadline. The Plan is available for view and downloading if required on the community website. A hard copy of the Neighbourhood Plan is available for inspection at the Holywell Stores and copies are also held by me, Bryan Carson, Beth Huntley, Jean Wright and Jill Gubbins. Comments sheets are on the website and hard copies are in the Holywell Stores and completed forms can be put in the posting box, which is also at the Holywell Stores. Extract from minutes of meeting held September 20th 2017 Resident B requested clarity in respect of the sum of £5,000 that was allocated sometime in the past for renovation work on the church gates and pillars. Cllr. Rosevear stated that Parish Accounts balance sheet contained a restricted sum of £1,930 and that no additional funds were currently set aside. The Clerk indicated that the Parish Church Council was the body to identify the work that was needed, request quotations for the work and submit two quotations to the Parish Council who would then be in a position to discuss further assistance with funding. Cllr. Rosevear indicated such an approach would be considered and depending upon the funds required a number of potential sources could be available I.E. parish surplus, parish precept or grants. Extract from minutes of meeting held April 12th 2017 St Lawrence Church – repair of gates. Clerk confirmed that, to date, no formal request had been received along with at least two quotations. This was required before assistance with funding could be considered. Bigbury Parish Council – Standing Orders 4.6.2 Orders with a value between £500 and £2,000 require a minimum of two quotations. Richard Matthews - Clerk, Bigbury Parish Council Entries are open for the prestigious 2019 Prince of Wales Award: the winner will receive £1,000 and a framed certificate.   Applications are invited from community organisations, including schools and, small farm business diversification projects which are seeking to educate and involve young people in sustainable initiatives. Recent winners include a primary school and a village-based initiative to improve local facilities, a community shop, an allotment project, a health support group, an Exeter-based group developing community activities around their local park in Heavitree and last year’s winner was Wynstream Primary School, Exeter. The Judges will look at all applications within the wide criteria providing there is a sustainable element and visit the short-listed projects to assess which has made the most outstanding contribution to improving the lives of their community. Richard Matthews - Clerk, Bigbury Parish Council My records indicate that you currently have volunteers within your community that are interested in attending a City and Guilds Unit 2 (Chapter 8) Streetworks Qualification.   Our contractor, Skanska, has agreed to deliver a training session on the week commencing 8th April 2019 (exact dates to be confirmed) at: Devon Highways Heron Road Sowton Industrial Estate Exeter Devon  EX2 7LL. There are only 6 places available,  and spaces will be allocated on a first come, first served basis, so I would be grateful if you could confirm interest and availability at your earliest convenience please.  When attending the course, the volunteers will need PPE: Class 3 High-Vis Jacket, High-Vis Trousers, Safety Boots, Hard Hat and Gloves. In regards to the Hi Viz jacket & trousers there is no colour preference, most delegates are in yellow/orange.  The gloves should be able to protect the volunteers in loading and offloading equipment or moving the signage/lights, there isn’t a grade, as such, required. The hard hat should conform to HSE requirements (which basically says not damaged, fits the wearer & from a reputable supplier).
