APPEC targets for 3G GW and ET Develop a collective European view on 3G for global discussions Establish a connection between ET collaboration and agencies (summer/fall 2019) Prepare draft statement about Multi-messenger science, GW and ET for CERN Strategy (June 2019) Prepare a request to CERN DG for ET supported by APPEC, agencies and community (1 Dec 2019) Pave the way for ET in more national RI roadmaps Preparations for ET ESFRI application (Jan 2020)

Necessary input from ET/3G community Science Case Convincing arguments for agencies, ministries and competing scientists why it is exciting and justified to spend 1-2 billion Euros for more GW Assessment GWIC science case report 2019 by APPEC-SAC Technical Case What will be the technical design and configuration? Relation science case and technical technical case Need for a (global) R&D programme? Common calls? Business Case Cost calculation and analysis for capital investments (2011 report is not acceptable for an ESFRI proposal in 2020) Cost calculation and analysis for operational costs (and upgrades) Realistic planning and risk analyses => Necessary for discussions with agencies and ministries (in Europe) GA-meeting Athens December 2018 (updated May 2019)

APPEC support for ET (Granada 17 May) First half July: meeting APPEC delegation with ET steering committee Sense of urgency to make more progress to be ready in time for ESFRI deadline and preparatory actions Use the opportunities of PP strategy update, excitement for detecting GW to make the step to ESFRI now Establishing a Gravitational Waves European panel, with participation of experienced policy makers of interested agencies

Aims GW European panel (preliminary) Encourage ET collaboration and organise feedback on draft docs Organise assessment of GWIC 3G documents Prepare collective views on GW developments (2G and 3G) as input for discussions in CERN Strategy update, GWAC and ESFRI Assess options for the future global collaboration and European position Consider requests from ET collaboration for manpower, R&D common calls or…. Prepare contacts with ministries for ESFRI application

Some comments on Umbrella proposal Supportive to a light global umbrella organization Focus on exchange and R&D Add simple website (short intro, links to initiatives) Add community building: beneficial to create a visible large community of 3G supporting scientists Create a small team fully committed to catalyse the 3G developments, organise the contacts with community, contacts with agencies Fix a smooth solution in 2G projects for those active for 3G This was my 3rd DAWN meeting; looking forward to much more
