PEUMP Programme Overall Objective: to improve the economic, social and environmental benefits for 15 Pacific ACP states (PACPs) arising from stronger regional economic integration and the sustainable management of natural resources and the environment. Project Purpose: to support improved management and development of fisheries for food security and economic growth, while addressing climate change resilience and conservation of marine biodiversity. 6 Result areas plus Programme Management Unit.

KRA 1: Scientific advice for management of the oceanic fishery (EUR 4 KRA 1: Scientific advice for management of the oceanic fishery (EUR 4.45 m – SPC) Tuna biology; Ecosystem analysis (climate change impacts); Targetted small scale tagging; Bio-economic analysis; Analytical work on the purse-seine fishery and effort creep; Consultation with industry on bigeye bycatch.

KRA 2: Economic development of national tuna industries (EUR 5 KRA 2: Economic development of national tuna industries (EUR 5.0 m - FFA) Investment facilitation; Development policy support; Support to domestic industry; Regional ‘competent authority’ support unit; Assistance to comply with the EU IUU regulation and any new market requirements.

KRA 3: Coastal fisheries science and management (EUR 12.3 m - SPC) Training in coastal resource assessment and survey methods; Socioeconomic studies on households and seafood consumption; Turning survey results into management advice and disseminating this; Wide roll-out of CEAFM; Materials and training for community support workers; Support for coastal fisheries legal reforms (national, sub-national) and MCS&E under different project.

KRA 4: Enhanced MCS to control IUU fishing (EUR 4.25 m - FFA) Implementation of national plans of action for IUU fishing; Sustainable observer training mechanisms; Roll-out of electronic reporting and electronic monitoring; Analysis of reporting and observer data; Training of coastal MCS officers.

KRA 5: Ecosystem management and biodiversity conservation (EUR 6 KRA 5: Ecosystem management and biodiversity conservation (EUR 6.6 m - SPREP) Marine Spatial Planning; Integrated Ecosystem Management projects; Conservation of marine megafauna, especially by- catch mitigation.

KRA 6: Relevant tertiary training (EUR 5.7 m - USP) Transfer of existing TVET courses such as MCS&E to USP; Develop new TVET courses as identified through needs and gap analysis; Continuous professional development; Collaborative research projects (MSc, PhD); Strengthen distance learning activities.

Programme management and communication (EUR 5.4 - SPC) EU project management, MEL, finances and reporting requirements met; Liaison with USP component; Gender and human rights activities for all areas; Communication of project findings and results for all areas; Maritime boundary delimitation and negotiations. Advocacy and cross-sectoral liaison across all areas; Visibility of the programme, plus the assistance from EU and Sweden.

KRA 3: Coastal science activities 3.1: Surveys of commercially important invertebrates. 3.2: Social surveys of coastal communities. 3.8: Capacity development through long-term attachments for national fisheries and NGO staff. 3.10: Gender-based and rights-based trainings, national gender stocktakes.

KRA 3: Databases and old data activities 3.3: Coastal fisheries data collection and national databases development including trials of new technologies.

KRA 3: Community-based ecosystem approach to fisheries management activities (SPC and LMMA) 3.4: Support and mentoring for the CEAFM at national and local levels (SPC lead). 3.5: CEAFM management and coordination with NGOs (LMMA lead). 3.6: CEAFM activities at sub-national and community level (LMMA lead).

Gender and human rights-based approach (HRBA) Needs to be built into all components of the PEUMP Programme as a cross- cutting issue. Many opportunities to include this in the coastal component Please keep this in mind when discussing the different activities under the coastal component.
