Emergency Care Data Set (ECDS) Webinar 1, 24th January 2018 Tom Hughes, ECDS clinical lead (Royal College of Emergency Medicine) Emma Fernandez, ECDS Project Manager (Royal College of Emergency Medicine) Peter Sherratt, ECDS implementation lead (NHS Digital) Version: v0.1.2 The ECDS project is a collaborative project between the Department of Health, the Royal College of Emergency Medicine, NHS England, NHS Digital, NHS Improvement, NHS Providers and Public Health England. This document has been produced on behalf of the ECDS Project Board in collaboration with the organisations listed above.

Before we start We are recording the webinar for the benefit of other services We’ll be going through a slide deck Most people will be muted – please send your comments and questions via the WebEx chat function We’ll be running a simple poll a bit later Let us know if you think this format works – we do, especially for large numbers of people We’ll share the following after the meeting: The slides The links to the recordings The transcript of the QA session along with written answers Next webinar : focused on technical implementation Send your comments to : ECDS@nhs.net EF to do

Background to ECDs development TH to do- why data set changed, historic poor data quality

We value what we measure IN A&E < 10% of attendances have a useful explanation

ECDS main changes Tidy existing data items Chief complaint Acuity Diagnosis Discharge details Injury data – new – clerical collection Data collection (weekly >> daily) TH to do Not asking you to collect more data Tidying up what is there so that everyone collects the same things in the same way. Injury only new data

Benefits Clinical – patient / GP patient should receive copy of GP letter Research / audit Commissioners / understanding casemix Better / smarter payment mechanisms TH to do GP letter standardised

Scope of Deployment of ECDS Phase 1: Type 1 and 2 Emergency Departments From October 2017, with daily data submission by April 2018 Phase 2: Type 3 and 4 Emergency Departments (including Urgent Treatment Centres) Any time from October 2017, to be complete by 1 October 2018 (daily data submission) Out of scope currently: Ambulatory Emergency Care (AEC) TH to do

Type 3 and 4 Emergency Services Not all Type 3 and 4 services currently routinely submit data to SUS Some of these services are very small and open only at weekends As part of standardisation of urgent and emergency care services many of these services will be reclassified as Urgent Treatment Centres As part of NHS England’s Standards for UTCs, they have to collect and submit ECDS data These sites are also included within Information Standard requirements, legally recognised as part of the Health and Social Care Act

Key points we have learnt from phase 1 Data collection is not burdensome to clinical staff There may be some additional work for admin / reception staff Upgrades to IT systems are complex and may be dependent on other work You need a clinical and IT lead to implement, ideally with help from a service manager The user guidance will answer virtually any question you can think of – please use it Full webinar series ECDS animation Crib sheets Full user guide covering every data field and examples of how to code Feedback page FAQ (and much more) Most services have had little issue with returning good quality data and are already starting to see the benefit

Key points about ECDS implementation Type 3 and 4 services must be collecting and submitting data on a daily basis from 1 October 2018 All sites that will become Urgent treatment Centres must comply ECDS is a new CDS Type – CDS Type 011 ECDS. CDS Type 010 A&E will remain active until 2019 Data must flow daily from 1 October 2018 Data for yesterday must be received by midnight on the following day BULK and NET will still be permitted – but frequent, large BULK files will be limited. Your data should improve as time passes – doesn’t have to be perfect for yesterday, but should be good after a week. PS to do

In summary: we want your feedback Do you know what infrastructure changes you will need in order to collect and submit data via ECDS? Assume for now that your IT suppliers are ready, willing and able What’s your role? (each box below is a checkbox, not radio – to allow for multiple answers) Nurse Doctor Other clinician Information dept. IT or informatics Service / contracts management IT Systems Supplier Do you have an IT system in the UTC/WIC/MIU? If so, what version, what supplier? Freetext: If known, Supplier e.g. EMIS Freetext: If known, System Name e.g. SystmOne Freetext: If known, XML Broker e.g. IUVO Do you send data into SUS+ (NHS Digital) on a regular basis? Do you know what you will need to do to upgrade your EDIS / IT System to collect ECDS data? If you are collocated with an A&E – do you have the same IT system? Can you submit your data together? (Webinar 2?) When do you expect to go live with ECDS? Before April 2018 Before June 2018 Before 1 October 2018 After 1 October 2018 I have no idea / we have no firm plans yet Tell us what’s driving your timescales and what could potentially be done to help if necessary (freetext response) Are you collocated with an A&E or is there an A&E within your organisation? Have you seen their EDIS? (webinar 2?) 2. Have you been discussing this with your suppliers already? 3. What training needs will you have? (webinar 2?) 4. We are looking to identify sites that are ready to start and could potentially support others with sharing learning and would like to attend a workshop in March 2018 in Leeds – if you’re interested please check the box (checkbox answer) Send your comments to : ECDS@nhs.net

Future webinars…. We plan to hold a webinar every month They’re totally open – invite anyone you want Future topics will include: Technical requirements Implementation support – materials that will be available Training your staff to collect data Benefits case studies Let us know anything particular you’d like us to cover again or in more detail Next webinar focused on Technical requirements for implementation 27th February @ 2pm Send your comments to : ECDS@nhs.net
