Annual Meeting October 16th, 2012 Whitney Park East Annual Meeting October 16th, 2012

Agenda Introductions Board Elections 2012 Goals Landscaping Contract Budget Review and Vote Amendments to By-Laws and Regulations Open Discussion

2011 Board Members Beth Clardy, President Mark Tokarski, VP Cindy Downy, VP Bernardo Rodriguez, Treasurer Matthew Reider, Secretary All current board members are interested in remaining on the board New members are always welcome Need to vote on board members

2012 Goals Implement complaint process to comply with state law Continue covenant and parking enforcement Parking: parking lot needs to be patched, sealed and striped (instead of dotted) Landscaping: do we want to keep cutting private lawns? Recent disturbances: do we want police patrols?

Where Does My $315 Go?

2013 Landscaping Current maintenance budget is $10,000, we spend about $9950 currently Including lawns is estimated at $1200 annually Could remove some items (shade tree annuals, spring grass seeding) to keep near $10,000 budget VOTE: Add private lawn cutting to contract budget Add private lawn cutting to contract instead of grass seed/shade tree annuals Do not include private lawn cutting

2012 Proposed Budget 2012 Budget Est 2012 Actuals 2013 Budget Income   Assessment Income 40,320.00 40,240.00 Bad Debt Recovery Late Fees 270.00 Total Income 40,510.00 Expense Property Management Expenses 3,000.00 2,000.00 Electricity 950.00 General Maintenance and Repairs 0.00 Grounds Contract 10,000.00 9,950.00 Gutter Cleaning 3,720.00 3720.00 Insurance 750.00 720.00 Landscape Improvements 5,000.00 1020.00 Licenses and Fees 200.00 50.00 Misc Expense Asphalt patching, sealing and striping Snow Removal Trash Removal 9,800.00 Tree Maintenance 1,000.00 Total Expense 38,870.00 32,300.00 43,870.00

Amendment to ByLaws and Cluster Regulations By law we must have a process in place to handle homeowner complaints about actions that the Cluster has taken or failed to take Proposed process: complainant fills out form that is very similar to that used by the Ombudsmen; Board reviews complaint If complainant doesn’t like the decision, s/he has right of appeal to state Ombudsman See http://www.fairfaxcounty.gov/consumer/education/cic-board-ombudsman.htm for more information about the Ombudsman and appeals Vote on amendments to ByLaws and regulations

Parking Meditation Each home has two (2) spaces. 32 households share 10 guest spaces Good hosts don’t let their guests be towed Guest spaces are for guests, not residents When two or more inches of snow are predicted, six of the guest spaces disappear and don’t come back until the pavement is bare. In order to park legally in any space, your entire car must fit within the space. If you are blocked, contact any board member to have blocking car towed

Open Discussion Would you like to be a director? Questions, Concerns, Suggestions?
