SESSION 2B – TRAFFIC MANAGEMENT, SAFETY AND SECURITY 9 JULY 2019 ACCEPTANCE OF NON MOTORISED TRANSPORT MEASURES BY USERS IN BUILT-UP AREAS: A CASE STUDY ON SANRAL ROADS L Chauke & M Mabe

Overview Background and context- SANRAL and NMT users Objective of the study NMT Case study areas NMT remedial measures identification – Community buy-in process Acceptability of NMT measures (Observations & Feedback from Users) Conclusions

Background and context- SANRAL and NMT users An organ of state mandated to look after National Roads Historically mostly high mobility/ order roads, e.g. class 1 Characterised by high speeds ranging between 80km/h to 120km/h Due to fragmented spatial planning- a number of build-up areas are located next National Road network. Creating a conflict between mobility and accessibility. Thus resulting in crashes leading to serious injuries and fatalities. To mitigate this challenges Implemented guidelines for pedestrians and public transport facilities on National Roads Elevated Road Safety at strategic level – Horizon 2030 Strategy, 2018 Follows the Safety System Approach - infrastructure

Objective of the study To determine the acceptance of road safety interventions by pedestrians in communities adjacent to national roads. To determine how pedestrians, perceive the safety interventions. To determine how pedestrians, respond to the interventions. To establish the importance of community engagement in achieving pedestrian acceptance and social cohesion.

CASE STUDY AREAS N1 (Hammanskraal - Gauteng), N1 (Mookgophong- Limpopo), N1 (Botlokwa - Limpopo), N12 (Potchefstroom - North West), N12 (Klerksdorp - North West), R23 (Standerton - Mpumalanga, R573 (Moloto - Mpumalanga) N17 (KweThema - Gauteng)

Study Area- N1 Hammanskraal Challenges before remedial measures Pedestrian crossing at grade Education facilities Health Care facilities Access to basic services - water Remedial measures implemented Pedestrian bridge 2 x Pedestrian underpasses Fencing off the road reserve (wall) Sidewalks

Study Area- N1 Mookgophong Challenges before remedial measures Pedestrian crossing at grade Education facilities Health Care facilities Pension pay-points Remedial measures implemented Pedestrian bridge Fencing off the road reserve (wall) Additional bridge required (growth)

Study Area- N1 Botlokwa Challenges before remedial measures Speeding Pedestrians/ livestock crossing at grade Public transport facilities Shopping facilities Education facilities Health Care facilities Pension pay-points Remedial measures implemented Grade separation (new interchange- B2) 2 x Pedestrian bridges (B1 & B3) Fencing off of some sections Sidewalks Road Safety Education

Study Area- N12 Potchefstroom Challenges before remedial measures Speeding (>80km/h) Illegal and unsafe direct accesses Pedestrians/ Cyclist Public transport facilities/ hitchhiking Access to employment opportunities Remedial measures implemented NMT facilities (pedestrians & cylists) Fencing off the road reserve (wall) Minor intersection improvements Road Safety Education

Study Area- N12 Klerksdorp Challenges before remedial measures Speeding Pedestrians crossing at grade Public transport facilities Education facilities Remedial measures implemented NMT facilities (sidewalks/cyclist facilities) Intersection upgrades (roundabout) Additional lane (capacity improvement) Rumble strips Additional signage

Study Area- R573 Moloto Challenges before remedial measures Speeding Illegal and unsafe direct accesses Intersection control (major conflict points) Pedestrians/ livestock crossing at grade Trading in the road reserve Lack of adequate and appropriate Public Transport Facilities Visibility Remedial measures implemented (1St Phase) Intersection improvement 3 x roundabouts (traffic calming & illegal U- turns) Speed tables

Study Area- N17 KwaThema & Wemmerpan Challenges before remedial measures Pedestrians crossing at grade (4 lanes) Industrial areas (work) Shopping facilities Education facilities Health Care facilities Religious facilities Remedial measures implemented 3 x Pedestrian bridges Sidewalks Fencing

Study Area-R23 Standerton Challenges before remedial measures Speeding Illegal and unsafe direct accesses Pedestrians walking/ crossing at grade Public transport facilities Township to town (4km) Education facilities Health Care facilities Remedial measures implemented (1St Phase) Sidewalks Fencing off the road reserve Road Safety Education

NMT remedial measures identification – Community buy-in process The safety challenges- confirmed through engagements and sessions with stakeholders and affected communities. The proposal of a number possible remedial measures. The proposed remedial measures discussed and workshopped with affected communities and stakeholders (municipality). buy-in, acceptance and for the community to take ownership. Public Liaison Committees (PLC) Local labour and subcontractor utilised during implementation Thus instilling a sense of ownership

Acceptability of NMT measures (Observations & Feedback from Users) Fencing off of the road reserve crashes involving pedestrian reduced for the Hammanskraal, Mookgophong, Botlokwa, Potchefstroom and Standerton study areas. Few pedestrian crossings especially among the youth in places like Botlokwa and Mookgophong still taking place. in Hammanskraal some sections of the wall was vandalised during service delivery strikes - a requested to reinstate the wall. The existing intersections converted into a roundabout in Klerksdorp and Moloto - Positive feedback was received. Communities have embraced sidewalks implemented in places such as Standerton, Potchefstroom and Klerksdorp.

Acceptability of NMT measures (Observations & Feedback from Users)… Acceptability of NMT measures (Observations & Feedback from Users)….. cont Pedestrian bridges in Hammanskraal, Mookgophong, Botlokwa and Kwa-Thema, have eliminated the number of fatalities involving pedestrians. In Botlokwa visibility improved with implementation of lights along the national road. Speed tables implemented in Moloto A paradigm shift from the norm especially from SANRAL

Conclusions Not all NMT users will use the allocated infrastructure and remedial measures. There is needs to be continuous engagement with local stakeholders and NMT users. road safety education and awareness campaigns to promote the usage of NMT facilities along the national roads. It is evident that communities and NMT users are accepting the NMT infrastructure and remedial measures provided. Community involvement is key in the implementation of NMT infrastructure and remedial measures and acceptance thereof.
