The current System Landline caller The emergency call process starts with a caller dialing (highly simplified) © 2011 Colorado Resource Center, Inc

The current System Landline caller The call is routed to a central office, a call routing facility that is part of the local exchange carriers facilities. Central Office In some cases, the call may be routed through a remote central office before being delivered to a central office. (highly simplified) © 2011 Colorado Resource Center, Inc

The current System Cell phone callers must first be routed through a cell tower and the cell phone service providers network before reaching the central office. Central Office Wireless caller Cell tower and network (highly simplified) © 2011 Colorado Resource Center, Inc

The current System Callers using a Voice-over-Internet-Protocol device are routed through the Internet to a Voice Positioning Center before being routed to a central office. Central Office VoIP caller The Internet Voice positioning center (highly simplified) © 2011 Colorado Resource Center, Inc

The current System Central Office Landline caller Wireless caller VoIP caller The Internet Voice positioning center SRDB However the call reaches the central office, it is then routed to a Selective Router Database. Cell tower and network (highly simplified) © 2011 Colorado Resource Center, Inc

The current System Central Office Landline caller Wireless caller VoIP caller The Internet Voice positioning center SRDB The SRDB determines which call center, or Public Safety Answering Point (PSAP), should receive the call and routes it appropriately. The callers phone number is included with the call, as an Automatic Number Identification (ANI). The current System Central Office Landline caller Wireless caller VoIP caller The Internet Voice positioning center SRDB The ANI is transmitted via analog modems to an database which returns address and subscriber information for the caller through an Automatic Location Identification (ALI). In some cases, the call must be transferred or relayed to another call center before being dispatched. (highly simplified) © 2011 Colorado Resource Center, Inc

The NG System Central Office Landline caller Wireless caller VoIP caller Cell tower and network The Internet Voice positioning center In the early days of Next Generation 9-1-1, it is anticipated that the beginning and end of the system will still be analog. It starts, as before, with callers dialing The call will reach the central office as before. (transitional, highly simplified) © 2011 Colorado Resource Center, Inc

The NG System Central Office Landline caller Wireless caller VoIP caller Cell tower and network The Internet Voice positioning center The call will then be converted to Internet Protocol through a Legacy Network Gateway (LNG). The NG System Central Office Landline caller Wireless caller VoIP caller Cell tower and network The Internet Voice positioning center The call is routed through an Emergency Call Routing Function (ECRF), which takes the place of both the SRDB and the ALI Database. The NG System Central Office Landline caller Wireless caller VoIP caller Cell tower and network The Internet Voice positioning center The call is then routed to the PSAP as before. The LPG also delivers the ALI data, so no separate communication with an ALI database is necessary.
