Relationships and Sex Education Update Marcus Cooper Director’s Assistant and Primary Adviser The SDBE Developing Church of England Education

The Context Relationships and Sex Education forms part of the new SIAMS evaluation schedule This piece of work follows a request from colleagues on the SDHTA A story of two halves; written guidance and face-to-face training

The SDBE Developing Church of England Education Initial guidance The initial face-to-face training courses have been delivered during the summer term. To date over 100 senior leaders have attended representing 81 schools. Evaluations have been overwhelmingly positive A key aspect of the training sessions was to actively seek feedback of colleagues to improve clarity in the final version. Feedback from senior leaders has shaped future developments. The SDBE Developing Church of England Education

The SDBE Developing Church of England Education An update The final document is currently being finalised by HfL and the SDBE. This will be ready for the start of the Autumn Term. The draft version of the guidance has been shared with schools committee. The SDBE is reviewing the current Sex and Relationships policy statement A set of FAQs is in the final stages of development. A document has been produced which highlights the place of RSE within the May 2019 Ofsted Framework. The SDBE Developing Church of England Education

RSE Subject Leader Training Day 3rd July 2019 repeated 17th September 2019 This training will include;. Guidance on how to support colleagues in school with the delivery of RSE The inclusion and engagement of parents Effective self-evaluation and assessment of RSE Resources to support schools with the implementation of RSE The development of a whole-school RSE policy Clarity on the place of RSE within both SIAMS and Ofsted The SDBE Developing Church of England Education

The SDBE Developing Church of England Education The role of Governors The FAQs have been designed to be used by different stakeholders, including governors. The SDBE is in discussion with Herts for Learning to provide a training session for school governors during the autumn term. Governors will need to approve the school RSE policy and so should have sufficient understanding of the requirements. The SDBE Developing Church of England Education

School Admissions - Update SDBE - Developing Church of England Education

Diocesan Admissions Guidance – Update Jun 2019 Clarifications regarding the definition of other Christian Churches. CBTI and CTE are not hierarchical organisations Ecumenical Relations Measure No prospect of a single list of Churches or general statement of theological principles in the short/medium term Onus on parents to prove eligibility The SDBE - Developing Church of England Education

Diocesan Admissions Guidance – Update Jun 2019 New section on possibility of priority for pupil/service/early years premium children Only 3% of schools nationally give priority for pupil premium children Governors encouraged to consider whether it would be possible to implement to some extent in their own context Need to consider impact on different groups, e.g. those just above the pupil premium threshold, local children etc. The SDBE - Developing Church of England Education

Education Outside Chronological Age Group Governing bodies should be aware of the following Local Government Ombudsman guidance on how it will consider complaints LGO argues: “The decision the admission authority must therefore make is whether, after reaching compulsory school age, it would be in that child’s best interest to start in reception or year one.” The SDBE - Developing Church of England Education

Education Outside Chronological Age Group Parents of Summer-Born children do have an unqualified right for their children to make an in-year application for Y1 for the September after they reach CSA However, the LGO attempts to remove from the GB the ability to factor in whether a parent’s decision in respect of this is in their child’s best interest, and whether it would be best for the child to start in YR in their normal cohort SDBE - Developing Church of England Education

Education Outside Chronological Age Group This guidance applies only to any individual complaints lodged directly with the LGO, it is not DfE advice SDBE guidance/briefings on the subject remain unchanged Decision letters must be sent to parents Must state how any evidence submitted by parents was considered Must address factors in 2.17A of the SAC The SDBE – Supporting Church of England Education

The place of Governance Reviews Marcus Cooper Director’s Assistant and Primary Adviser The SDBE Developing Church of England Education

External review of governance The purpose of an external review is for an experienced and professional consultant to review governance practice and to make recommendations for strengthening governance in the school. The review process is suitable for governing boards who wish to commission an independent view of their governance practice, for example, if they are looking to move from ‘good’ to ‘outstanding’. The SDBE Developing Church of England Education

The SDBE Developing Church of England Education The process Typically the stages of an external review of governance are; Initial discussion Gather documentation First meeting Meet other governors Self-review session Agree areas for improvement Implementation The SDBE Developing Church of England Education
