The Carnegie Classification Of Institutions of Higher Education In 1970, the Carnegie Commission on Higher Education developed a classification system to support its research and policy analysis. The first Carnegie Classification, based on empirical data regarding colleges and universities, was published in 1973. It was developed to facilitate “apples-to-apples” comparisons in the study of higher education institutions. http://carnegieclassifications.iu.edu/
