A very warm welcome to this presentation on how to reduce car parking spaces and costs using efficient parkering strategies and mobility management measures. My name is Märta Brolinson. I work for WSP and will be presenting a project recently finalised.

The client is a Stockholm based property developer - the first one chosing a more sustainable direction by using a travel plan early in the planning process. This approach combined with multi-use parking analysis can significantly reduced the need for car parking spaces.

We found that smart parking solutions and focus on sustainable travel can minimise parking spaces by 25 procent saving around 6 million euros. The aim was to convince the Council that 0,8 car spaces per flat could be reduced. I will now explain this process.

The proposed area is located 4 kilometers southeast of Stockholm City at a transport hub with three different public transport modes available. 550 flats and 18 000 office sqm are proposed for a combined total of 2000 residents and staff.

Our parking analysis showed that 674 spaces were needed but only 532 were actually planned for. Two strategies were chosen to solve this problem. One was multi-use of parking spaces and one was a travel plan with mobility management measures.

With multi-use parking different categories of people such as residents and staff are allowed to use the same spaces but during different times of the day. Instead of planning for user cateogories separatly several parking needs are combined within the same analysis.

136 0,67 This is an efficient way of minimising the demand for spaces as the need for parking can stay the same but the supply is reduced. As the planned area is a mixed use development 136 spaces can be saved and a parking level of 0,67 per flat can be achieved instead of 0,8.

The second part of the strategy was to develop a travel plan with actions to reduce the need for parking, travel and car ownership. The area will be marketed as a sustainable urban district and the aim is to achieve the highest standard of a green building rating system – BREEAM or LEED.

This plan is the first of its kind to be developed in Sweden and the country does not have a planning framework for this process such as in Britain where the Councils are heavily involved and all schools need to have a travel plan. I will now explain the mobility management measures chosen for this planned area.

The car pool expects to interest 10-15 % of the residents and staff which equals a demand of 4 cars. Each takes away 7 normal cars which means 24 parking spaces can be saved. There’s potential for additional car club spaces which has been suggested in the parking layout.

The cycle potential to nearby office and shopping areas is great as well as the distance to central Stockholm – only 15 minutes by bike. Safe parking, a bike pool, mobile phone maps and a service station + personal bike checks are planned to increase the potential even further.

Future metro plans are being discussed and would make the site even more accessible. Suggested public tranport measures are real time information, a one month free travel card and the car pool fee to be included in the rent. Central Stockholm

Three information channels to reach site users have been suggested; an information pack with travel options; and a web site for the area including transportation , and personalised travel planning with specific travel facts for each resident and employee.

The travel plan expects to reduce overall travel by 10-15 % and the need for parking by 6 spaces. With multi-use parking and the car club, a total saving of 166 spaces can be made. This is 0,61 cars per flat instead of 0,67.

The 166 spaces cost around 40 000 euros each saving almost 6,5 million euros. After funding the travel plan which costs around 750 000 euros, including a travel plan coordinator, the developer expects to have made a saving of 6 million euros.

This process has not been easy and it’s far from over as we’re still trying to convince the Council this approach could actually work. The difficulties are mainly related to the strong pro-car political will and pursuading high level bosses with decision power. The developer’s support has been crucial to make things happen.

We have a great opportunity with this project to show that mobility management can reduce the need for parkering spaces. The build is phased and more parking could be added later if our strategy is shown to unsuccessful. Hopefully planning consent can be approved to allow construction start in 2013.

I would like to offer a few recommendations: include mobility management early in the process, make sure there is support from the developer or Council; and build your case with all evidence possible. One thing to bear in mind is the developer’s goal to make money – not to save the planet.

However, the environment is given high priority in this case as it saves money in the shape of car spaces. Some of this money will go towards additional measures. Also, location where modes other than the car is availble means almost everything – without a substitute, sustainable travel changes can’t be made.
