CSAH 70 EXPANSION Project Corridor Kenrick Ave/ Kensington Blvd 3.7-mile long expansion project From Kenrick Ave/Kensington Blvd on the west to Cedar Avenue on the east Major industrial area on east end of the project County Road 23 (Cedar Ave)

CSAH 70 EXPANSION Project Purpose & Scope Increase capacity on a primary truck route Accommodate safe, efficient travel Scope Expand CSAH 70 to 4-lane divided highway Modify access consistent with principal arterial guidelines CSAH 70 included in adopted Principal Arterial Study Purpose of the project is to increase capacity on a primary truck route, which serves the industrial areas Allow for safe and efficient travel along the highway The primary aspects of the project include: expanding CSAH 70 to a 4-lane road and modifying access in accordance with prinicipal arterials CSAH 70 was part of the Principal Arterial Study, which was adopted by the Board in 2018

CSAH 70 EXPANSION Advanced Funding Policy Adopted by County Board on October 23, 2012 Allows for County to advance local share if: A need on County system exists The County has available funds The City submits a request Repayment plan is defined in agreement Provides funding without interest for up to 3 years Fairly extensive public engagement so far Open House in December 2018 Meetings for directly and indirectly impacted parcels on the project Direct impacts = property impacts, impacts to direct access Indirect impacts = access modifications to connecting streets What we’ve heard so far includes maintaining access, particularly to I-35, concern regarding noise/buffer issues, minimize impacts to private property

CSAH 70 EXPANSION Advanced Funding History Projects with Advanced Funding CP 50-19 – Kenwood Trail Expansion (Lakeville) CP 8-21 – Wentworth Avenue Reconstruction (West St. Paul) CP 50-17 – CSAH 50/60 Roundabout (Lakeville) CP 42-143 – CSAH 42 Trail (Burnsville) Fairly extensive public engagement so far Open House in December 2018 Meetings for directly and indirectly impacted parcels on the project Direct impacts = property impacts, impacts to direct access Indirect impacts = access modifications to connecting streets What we’ve heard so far includes maintaining access, particularly to I-35, concern regarding noise/buffer issues, minimize impacts to private property

CSAH 70 EXPANSION Funding Estimated Total Project Cost = $21,875,000 Federal Funding $7M – Minnesota Highway Freight Program $7M – Metropolitan Council Regional Solicitation The total project cost is estimated at just under $22M $14M in federal funding has been awarded to the project so far through two sources City is responsible for a maximum of 15% of the total project costs, which is consistent with adopted County policy for principal arterials

CSAH 70 EXPANSION Funding City of Lakeville – 15% of total project costs (adopted County policy) City Share = $5,106,250 (includes public utilities) City Request Letter Submitted on July 31, 2019 Requested advanced funding for $3,656,250 Allows City to use State Aid funds as they are allotted City to pay public utility costs as they are incurred The total project cost is estimated at just under $22M $14M in federal funding has been awarded to the project so far through two sources City is responsible for a maximum of 15% of the total project costs, which is consistent with adopted County policy for principal arterials

CSAH 70 EXPANSION Proposed Amendment Proposed JPA Amendment Includes language for advanced funding by County Outlines repayment plan over 3 years Provides minor clarifications Identifies Hasse Arena as a city-owned property Includes adopted policy language regarding City’s share Clarifies other minor items from original JPA The total project cost is estimated at just under $22M $14M in federal funding has been awarded to the project so far through two sources City is responsible for a maximum of 15% of the total project costs, which is consistent with adopted County policy for principal arterials

CSAH 70 EXPANSION Resolution Amend the joint powers agreement with the City of Lakeville to allow for the County to advance funds for the City’s share of 2019, 2020, and 2021 costs, other than City utility construction costs, for three years through 2024 for County Project 70-23.
