99th session of the JINR Sientific Council Proposals of the JINR Directorate for an amendment in the “Rules of Procedure of the Scientific Council” concerning the position of executive co-chairman of the Scientific Council and for memberships of the PACs Dear Colleagues, At the previous session, the Scientific Council made the following recommendation concerning the Scientific Council procedure: N.Rusakovich 99th session of the JINR Sientific Council 19 January 2006

In view of the regulation of the Committee of Plenipotentiaries concerning the Chairman of the Scientific Council, the Scientific Council recommends the appointment of an executive chairman from a Member State to co-chair the Council. PROCEDURE RULES of the JINR Scientific Council V. Chairman The Scientific Council is chaired by the JINR Director. In case the Director is temporarily incapable of executing his duties, the Council is chaired by that Vice Director who is the acting director of the Institute. The Chairman opens and closes each meeting of the session of the Scientific Council, suggests the procedure of the session and directs the meeting. Endorsed by the 75th session of the JINR Scientific Council on January 18-20, 1994. Approved by the Committee of Plenipotentiaries in March 1994. The procedure for chairing the Council is stipulated in section Roman V of the Rules, which reads: 1. The Scientific Council is chaired by the JINR Director. In case the Director is temporarily incapable of executing his duties, the Council is chaired by that Vice Director who is the acting director of the Institute. 2. The Chairman opens and closes each meeting of the session of the Scientific Council, suggests the procedure of the session and directs the meeting. In response to your recommendation, the JINR Directorate proposes to amend this section by introducing the following addition: 19.01.2006 99th session of the JINR Scientific Council

PROCEDURE RULES of the JINR Scientific Council XII. Amendments and Additions to the Rules Amendments and additions to the present Rules can be introduced on the proposal of the Scientific Council members with a subsequent approval of these changes at a meeting of the Committee of Plenipotentiaries. Endorsed by the 75th session of the JINR Scientific Council on January 18-20, 1994. Approved by the Committee of Plenipotentiaries in March 1994. According to the Rules of Procedure, section Roman XII, “amendments and additions to the present Rules can be introduced on the proposal of the Scientific Council members with a subsequent approval of these changes at a meeting of the Committee of Plenipotentiaries”. MEMBERSHIPS OF THE JINR PROGRAMME ADVISORY COMMITTEES (independent members appointed ad personam) The second part of my report concerns the memberships of the Programme Advisory Committees. At its previous session, the Scientific Council asked the JINR Directorate to present information on the rotation of the PAC members and on the terms of duties of the current members of the PACs.

Tietze-Jaensch (since 2001 / SC-89) This table, which you have in your session materials too, shows the year of appointment of PAC members and at which session of the Council it was done. I would like to remind you that the JINR PACs were established in 1994, and since then their memberships have undergone several rotation periods. Let me give you some statistics. The number of members of the first PACs in 1994 was 27. During 1994-2005, 43 new members joined the PACs and 39 left them due to rotation. All in all during this period as many as 70 persons worked in the PACs. At present the PAC memberships include 31 persons. 19.01.2006 99th session of the JINR Scientific Council

PAC for Nuclear Physics Proposal of the JINR Directorate: To appoint Professor N. Janeva (Institute for Nuclear Research and Nuclear Energy, Sofia, Bulgaria) as Chairperson of the PAC for Nuclear Physics for a term of one year. To thank Professor N. Rowley for his very successful work as Chairperson of the PAC for Nuclear Physics. To appoint Professor W. Greiner (IAS, Frankfurt, Germany) as a new member of the PAC for Nuclear Physics for a term of three years. The last section of my report concerns the PACs memberships. On the 7th of September last year the JINR Directorate received a letter from the Chairperson of the PAC for Nuclear Physics, Professor Neil Rowley. He wrote with regret that for medical reasons he had taken a decision to resign from his position as PAC Chairperson. We therefore should take a decision concerning the Chairperson of this PAC. The JINR Directorate proposes: To appoint Professor Natalia Janeva (Institute for Nuclear Research and Nuclear Energy, Sofia, Bulgaria) as Chairperson of the PAC for Nuclear Physics for a term of one year. To thank Professor Neil Rowley for his very successful work as Chairperson of the PAC for Nuclear Physics. And another proposal concerns a new member of this PAC: To appoint Professor Walter  Greiner (Institute for Advanced Studies of Goethe University, Frankfurt, Germany) as a new member of the PAC for Nuclear Physics for a term of three years.
