National Emissions Inventory: why it matters, current status, and where were going Marc Houyoux Office of Air Quality Planning and Standards, US EPA 20 th International Emission Inventory Conference August 14, 2012

Meeting the Challenges Posed by Emerging Global, National, Regional, and Local Air Quality Issues 2

PM Augmentation HAP Augmentation Source Test Data Emission Factors Quality Review Nonpoint defaults TRI Emission Inventory System EPA Aircraft The NEI is Like a Composite Structure that Needs to be Strong NONROAD Activity Data MOVES SMARTFIRE fires State, Local, and Tribal Data 3

A Strong Inventory Means… Complete – no holes Defensible when used The data were the best available information at the time Timely Representative – For the inventory year – Results of using it in modeling match well to ambient air measurements Transparent – we know and can explain to others where the data comes from 4

EIS Has Been a Successful Foundation for the 2008 NEI Successfully created 3 versions of the 2008 NEI to date Successfully collected 2009, 2010 NEI data NEI staff spend more time on data analysis and QA than prior to EIS EIS provides a platform on which to further improve the NEI process and data 5

Decision Makers Rely on a Strong National Emissions Inventory NAAQS Designations Monitor Locations Cross State Air Pollution Rule International Treaties and Reporting Emissions Trends Regulatory Impact Assessments NATA Mercury and Air Toxics Standard NEI 6

7 Dispute Over New Air Pollution Rules for Power Plants - New York Times – Dec 2, 2011 EPA Cross-State Emissions Rule Put on Hold by Court - Business Week – Jan 4, 2012 EPA Defends Cross-State Air Pollution Rule to U.S. Court - Bloomberg – Mar 1, 2012 Power industry braces for court air pollution ruling - Chicago Tribune: July 9, 2012 EPAs new rule to affect coal-, oil-fired plants - Washington Post – Dec 21, 2011 Crematorium plans met with protests. Arizona Daily Star - 15 Feb, 2007 "Prescribed burns beneficial to land and animals." Ocala Star-Banner (FL) 9 Nov Tuscaloosa, Jefferson among top 20 at-risk counties. The NEI Relies on Participation for its Strength The Air Emissions Reporting Rule – Requires annual total criteria pollutant emissions from all sources and seasonal emissions in some areas – Potential to emit thresholds for point sources – Legal basis is partly the periodic inventory requirements in the Clean Air Act for State implementation of the NAAQS Hazardous Air Pollutants are collected through voluntary participation – EPAs uses of HAPs from the NEI are not voluntary EPA augments both CAP and HAP emissions to help strengthen the data 9

2008 NEI Participation Was Extensive Nonpoint Nonroad None (partly accept EPA) Stationary Submission Types CAP & HAP CAP Accept EPA Nonroad Submission Types CAP NMIM inputs CAP & HAP 10 Point

Tools for an Even Stronger 2011 NEI Communication – EPA Plans ( – What do you need from EPA? – Let us know your plans – NEI staff are reviewing 2011 data as it comes in Enhanced EIS QA New emissions approaches – MOVES, SMARTFIRE2 – Updated nonpoint methods – Priority point source list New post-submission QA approaches and review plans 11

The Four Most Important Goals for the NEI Complete Represents the year of the inventory Uses best available information Transparent - includes the emissions origin 12

What You can Do Next 13 Participate in the process as much as possible and with the goal of providing good data on time. Use the four goals as a guide. Communicate your intentions to EPA and follow through. Embrace continued improvement in methods and approaches. Tell your decision makers and collaborators why the NEI is important and help influence resource decisions.
