TEN YEARS AFTER MEETING PROPOSALS First Local Coordinator Meeting : 16-17/10/1997

INTRODUCTION 1) Last year I made a comparison between the First LC meeting in 1997 and the present situation : Meetings organisation Dataflows Inventory Data transmission Standardisation Relationship

2) I made a proposal for a 10th aniversary special meeting INTRODUCTION 2) I made a proposal for a 10th aniversary special meeting Past lessons - Next goals - Next messages

1) PRESENT SITUATION LC meetings : too big, nobody talks (except a few persons) Inventory : seems to be complete in Eurostat, but needs update Data transmission : eWA better than Stadium but what about eWP , Web-Forms , SODI, standard formats ? Standardisation : SDMX exists, but is SDMX a real success ? Relationships : how to improve ?

2) PROPOSALS FOR A SPECIFIC MEETING Lessons until today ? Goals ? « Political » messages ? Does the LC have a future ? I’ll propose ( with a little help from my friends) some questions on those categories for thinking together

LESSONS FROM THE PAST More difficult task to achieve in your LC life during the last period ? (To install, train users, modify setup for GENEDI, Web Forms;To manage users’ rights; To convince Management about server necessity for eWA; etc..) Better experience in your LC life during the last period ? (if you are « new », ask the « old » LC)

NEW GOALS meeting organisation. How to make LC meetings lighter ? Proposals : Limit number of participants to one from each country and organize special (advanced meetings) for EU MS? Create specific task-forces ? What new task-forces ? other questions ??

NEW GOALS inventory Is Eurostat’s inventory complete ? Is yearly update enough ? ( Errors in Dataset/Domain name descriptions [CSV, Excel split records]; Errors in Country obligation/derogation setup) What about double sendings ? (even with Web Forms) Cooperation with other international organisations : Is it possible to build a common inventory with OECD, IMF .. ? Other remarks ?

NEW GOALS Data transmission Today : - Only one eDAMIS in Luxembourg and MS around - Eurostat is the center and needs specialized functions (user and domains or datasets management,..) => the Sun model. Question about a new system : - each MS is a Sun , and Eurostat « primus inter pares » - eDAMIS very similar for M-S and for Eurostat => eDAMIS becoming a package . Is it thinkable ?

NEW GOALS Data transmission Today : EDAMIS is based on a « push » model. Web-Forms + eWP is a super push system, without any independance for MS . Question : Is it the future ? SODI with SDMX-ML is based on a « pull » mechanism Question : Is it the future ? (Simplification of this interface is required with complete explanation and manuals)

NEW GOALS : standardisation Is SDMX-ML the future ? What problems for Eurostat, M-S and others producers to be completely standard compliants? What about Excel’s macros to produce Gesmes files.. ? ( One opinion : This should not be continued [PL]) Other remarks ?

NEW GOALS relationships How to improve relationship between INS and other producers ? Can we have a stable receiver’s situation in Eurostat ? How to improve mutual control and validation system ?

Is full automation the ultimate target ? « POLITICAL » MESSAGE ? Is full automation the ultimate target ?

Is our shared experience sufficient to be intelligent ? INTERNAL MESSAGE These are only proposals for a special meeting . WE SHOULD TRY TO SHARE OUR EXPERIENCES, QUESTIONS AND DOUBTS, TO COLLEAGUES ! Is our shared experience sufficient to be intelligent ?
