Technical Coordination Group Budapest, Hungary 2021 round of population and housing censuses – future TCG meetings

Background for planning Draft mandate "…to exchange experience, share best practices and harmonise methodologies and definitions on a regional level for the 2021 population and housing census round…" Thorough understanding of relevant methodologies, definitions, requirements and quality issues for different methodologies

Future meetings Suggest to first organise a series of meetings based on the following principles: Cover broad phases of the Population and Housing census Each broad phase should take into account relevant methodologies (traditional, administrative, combined, rolling census) Selected new and challenging topics

Provisional plans based on TCG meeting Methodology: Traditional, register-based or Combined method Data collection: PAPI, CAPI, handheld devices, internet response method

Distribution, enumeration, monitoring, PES/evaluation method, etc. Meeting II: Preparations: Legislation, questionnaire/administrative sources, manuals, training, communication & outreach, etc. Meeting III Enumeration: Distribution, enumeration, monitoring, PES/evaluation method, etc. Meeting IV Processing & analysis: Data capture, first checks, OCR, coding & classification, imputation, validation, quality assurance, etc. Meeting V: Dissemination: First results, tabulation, final results, micro-data, disclosure control, etc. Methodology Traditional Register-based Combined Rolling Data collection modes

Timing of TCG meetings Timing is key to allow careful and long term planning of activities, legislation and possible assistance for improving data collection Consider further meetings and topics based on outcomes of first meetings

Other suggestions Questionnaires to NSIs for mapping the state of census preparations during the lifetime of TCG Parallel sessions with objective to share and develop common IT solutions? Involve counterparts responsible for ensuring interoperability between registers in one meeting?
