The budget includes: $25.9M in Program Changes $3.2M for non-labor inflationary Adjustments to Base House floor: $396.8M for OAR ($386.4M in ORF and $10.4M in PAC), $17.0M below the request. Climate Research was reduced by $44.9M from the FY13 President’s Budget, leaving it $17M lower than the FY12 enacted level and $51.1M lower than the FY11 enacted level. The House Appropriations Committee indicated an appearance of disproportionate funding for Climate Research and redistributed approximately $28.0M of research funding to the Weather and Oceans lines. Senate Appropriations Committee Mark: $425.0M for OAR ($414.6M in ORF and $10.4M in PAC), $11.2M above the request. OAR was recognized as the science engine for NOAA and received unrequested increases including: UAS - $1.0M Sea Grant Base - $0.4M OER - $4.0M for partnerships in the Gulf of Mexico and Central Pacific Region, $1.5M added to base. Ocean Laboratories and Cooperative Institutes - $4.4M *Note: For the FY 2014 Process “IT R&D” will be changed to “Innovative Research and Technology” *The House Mark total includes cuts to Climate Portal ($0.5M) and Climate Competitive Research ($18M), although the extent to which the $18M will be taken from climate research rather than other NOAA ORF funding is still to be determined.
