City Recycling Options Project Parameters: Continue the operation of the Recycling Depot Or Implement a City-wide curbside collection program Worked with City Administrator, Public Works Director, Recycling Ad Hoc Recycling (Mayor and 3 Council Members), and City staff

Chelan Recycling Depot Cost of the Depot has increased by 54% since 2014. Budgeted net cost to operate in 2018 is $226,000 Chelan County paid the City $47,195 in 2013; however, Chelan ratepayers have paid the balance of the cost since 2014. County doesn’t have the funds to support the operation of the Depot for County residents.

Recycling Ad Hoc Committee Top 3 Priorities 1. Provide waste collection services using modern equipment that can be operated efficiently to provide a high-level of service to Chelan residents and businesses. 2. Adopt a formal City policy that reduction, reuse, recycling, and composting of materials is preferable to disposal through landfilling. 3. Make recycling significantly more convenient, available, and accessible for residents, businesses, and institutions. (Tie) 3. Provide rate incentives for Chelan residents, businesses, institutions and service providers to reduce waste. (Tie) One bundled rate for services

Committee Recommendation Close the Recycling Depot Implement a City-wide curbside recycling collection program City crews will collect commingled recycling from residents and businesses Businesses customers collected weekly using a container or roll cart Residential customers collected every-other-week using a roll cart Contracted transfer and transport to a Material Recovery Facility

Basis for Committee Decisions City Collection Services – City control for program implementation / May contract for collection services in the future Cost for City collection is comparable to the net cost of the Depot Ratepayers receive the benefit of the service

Curbside Recycling Benefits City customers receive the service – no subsidizing of County residents Convenience – eliminates trips to the depot to recycle Increased participation Business customers will receive regular service Safety – eliminates manual pick-up from business customers and the operational hazards at the depot Recycling Depot – will require future investment on equipment and facilities (compactor, conveyor, heat, etc.)

Next Steps Formal City Council motion on December 19 to develop and implement a curbside recycling program Contract for transfer and transport of collected materials and material processing Order carts and containers and decals Review and revise, if necessary, routes and days of collection Define the levels of service – cart / container size and rates Develop recycling education and outreach efforts Distribute carts and containers Commence service
