Lebanon Water Works National Optimization Goals Case Study - Meeting the Goals at the Lebanon Water Works Company Daren Thompson, MBA, MPM

Overview of Lebanon Water Works System 1 Surface Water Plant (5.2 MGD) Average Daily Flow 2.5 MGD 3 Storage Tanks ( 1 elevated 250,000 Gallon Tank and 2 ground storage tanks (940,000 gallons each) Over 500,000 lf of Distribution Pipeline & over 165,000 lf is old cast iron Serves Approx. 2,600 Customers including the Marion County Water District whom has 5917 Customers

Overview of Lebanon Water Works System Raw Source Water (Surface Water System) Rolling Fork @ Calvary (7 MG of Storage) Rolling Fork @ Buena Vista (13 MG of Storage) Fagan Branch Reservoir (977 MG of Storage) TOC’s are regularly lower on the Rolling Fork River

AWOP The Lebanon Water Works has met the goals for the Microbial AWOP in the Past Since 2016, Lebanon Water Work has placed more emphasis on DBP reduction by setting goals for both their system as well as Marion County Water District (Half the regulatory limit for Lebanon & ¾ for Marion) What works for Microbial AWOP may not work for Disinfectants & DBP AWOP

Keys to Success for DBP’s- Increased Filter Cleaning

Keys to Success for DBP’s- Increased Clearwell Cleaning

Keys to Success for DBP’s- Knowing Your Numbers In the past we took 1 TOC reading per month In Oct 2018, Lebanon Water Works installed an online TOC analyzer in their lab Now we take a TOC reading on our raw source and CFE every hour More data allows us to better select our source to treat This data allows us to utilize chemical combinations to optimize TOC removal

TOC’s – 1 Sample Per Month may not be Representative

Disinfection & DBP AWOP Program Recommendations from the Utility Perspective The current goal requires CFE TOC to be less than or equal to 1.7 on a monthly basis Recommendation is that if a utility has an online TOC monitor, average all of the readings for the month and assign that value as the monthly value

Weighing the Options- What are the Organizations Goals? Achieving Optimization Goals Making Better Water Don’t settle for ok. Push for improvement Are We Collecting Sufficient Information Are our Numbers Improving Are we Meeting Regulations? Achieving Both Microbial & DBP AWOP Achieving Disinfectants & DBP AWOP Achieving Microbial AWOP It’s a balancing act and a team effort to meet AWOP Goals. Lebanon Water has made a commitment to focus on DBP AWOP Goals. Its challenging managing multiple sources. We are not meeting the program goals yet but collecting more data has us well on our way.

In Review- Tell Them What You Told Them Optimization is not a Straight Forward Path Especially When Trying to Master Multiple Areas Collect More Data. Install an online TOC Machine. Monthly data is not adequate Lebanon used UV 254 data in the past and could not establish a correlation to TOC Clean your system frequently. Eliminate chlorine demands Optimization is an ongoing team effort. Push each team member for excellence Managing multiple water sources is difficult. If at first you don't succeed, try, try again
