PSI National Dialogue on Medical Sharps Slides for Discussion of Issues : Day 2 (Issues 3, 5 and wrap-up)

Issue #3: Regulation and enforcement Growing number of efforts to regulate sharps disposal Effective regulation requires effective enforcement, which is challenging 2

Potential Strategies a) Develop model state legislation (or menu of options), including financing, convenience, education, and an implementation schedule. b) Identify and overcome regulatory obstacles to the collection, transportation, and disposal of sharps. This may include requirements for staff at collection locations or waste handling requirements. c) Advocate for change in FDA regulations to require sharps disposal costs/methods to be included with all self-injected medications. 3

Issue #5: Education, outreach, and risk communication Successful collection requires that the right people have the right information Sharps consumers know it is important /required to dispose of sharps safely. They know the options for collection/disposal. Those at risk of injury from sharps disposed of improperly have the right information

Potential Strategies a) Develop educational materials for dissemination via medical professionals, diabetes educators, pharmacies/pharmacy benefit managers, and others. b) Develop consensus on statement describing the medical sharps issue to be disseminated as part of public information campaign. c) Develop or add to training materials for populations at risk for needle-sticks while on the job to inform them of the risks or actions to take in the event of a needle-stick and prevention measures.

Next Steps Confirm strategies to further investigate Set Workgroups Workgroup participants/Leader Tasks

Workgroup Activities Present findings/recommendations at 2nd meeting Develop work plan including: Major tasks and timelines Potential pilot opportunities Staffing and funding requirements Challenges, barriers

Potential Workgroup Strategies Conduct research to better define extent and nature of the problem Where needle-sticks occur (outside healthcare setting), #/rate of needle-sticks, type of device involved (if known) Baseline data on types and usage of sharps (who is using sharps, how many, and for what specific drugs) 8

Potential Workgroup Strategies Lifecycle assessment of sharps Research existing collection programs to document range of costs associated with various options and geographic areas Pilot project to identify costs associated with various collection options ID target populations Conduct focus groups to ID needs Ensure replicability 9

Agenda Items for Meeting #2 Presentation by waste management companies: “Waste Management for Sharps 101” Identify and reach out to missing stakeholders (health plans, retail/mail order pharmacies, pharmaceuticals based on research conducted) Report back from workgroups Others? 10
