How We Can Help Business in The Changing Workforce Landscape Beth Schmidt The agenda is short and sweet: Who What When Where Why

Who Are We? The Montana Department of Labor & Industry is…. Business Standards Division Employer Relations Division Unemployment Insurance Division Workmen’s Compensation Court Workforce Services Division Job Services Workforce Innovation & Opportunity Act (WIOA) State Workforce Innovation Board (SWIB) Strategic Initiatives Registered Apprenticeship Jobs for Montana's Graduates Incumbent Worker Training Research & Analysis/Labor Market Information

What Have We Done? Governor’s Main Street Montana Project $25M - TAACCCT 3 – RevUP Montana Grant (Manufacturing & Energy) $15M – TAACCCT 4 – HealthCARE Montana Grant $1M PLA/Adult Learner & Tribal College Apprenticeship Grants From USA Funds MTDLI & MUS Joint Appointment – Director for Industry Driven Workforce Development Partnerships $1.3M USDOL State Apprenticeship Expansion Grant Re-Organization, Expansion & Improvement of MTDLI Apprenticeship & Work- Based Learning Unit Expanding Capacity for Local MTDLI Job Service Centers for Employer Outreach & Partnership Development Expansion of High School Dual Enrollment, CTE Pathways & Jobs for Montana Graduates (JMG) Programs Highlights reel—Great Falls benefited significantly from almost all of these!

What Are We Doing? Incumbent Worker Training (IWT) Registered Apprenticeship Tax Credit Registered Apprenticeship Grant Work Opportunity Tax Credit (WOTC) Subsidized Employment Program (SEP) Work Experience Program (WEX) Pathways Program Breaking Barriers Program

When & Where Incumbent Worker Training Program-Streamlining the Application Registered Apprenticeship Program Tax Credit Registered Apprenticeship Grant Program Strengthening Partnerships with JMG Schools SkillsBridge Program with Malmstrom and ESGR Connections 101 Pilot Program with GFCMSU & GFCCRC Pre-Apprenticeship Programs in multiple industries and growing Listening & Learning to Community Stakeholders

Why? In the past, employers have had an abundance of qualified (and over-qualified) applicants to choose from. This is no longer true. Over the next decade, Montana will be facing a worker shortage due to the rush of retiring baby boomers. Our economists are projecting our workforce will grow by approx. 45,000 workers (or 4,500 per year). Unfortunately, we will NEED about 7,300 workers per year to fuel the economy. Simply put, we will not have enough people to fill the number of jobs that we have open. Statewide = 3.5% Cascade Co = 3.2%

Supply & Demand Problem I pray I can find a good job! I pray I can find talented workers! The link between “potentially talented job seekers” and “employers needing talent” are too often left up to chance!

Train & Pray Doesn’t Work Lost Potential Talent Pool Middle School—High school—college—university—degree—job search
