Background 1978: Prop 13 – limited the ability of local public agencies to increase property taxes based on a property’s assessed value. 1982: Mello-Roos Community Facilities Act – provided an alternative method of financing for needed improvements and services. 1992: ERAF Property Tax Shift – shifted partial responsibility of funding education from the state to local governments.
