RBD draft dataset with sub-units Agenda Item 2aa

Overview GeoSolutions managed submissions Atkins integrated with RBD layer Subunits were submitted from 9 countries, i.e. Austria, Czech Republic, Germany, Estonia, France, Hungary, Poland, Slovakia, UK-Scotland.

Sub-units issues Not exactly aligned to ERM Feature problems
