John Dawson Chairman, EuroRAP AISBL Ljubliana, 23rdJune 2016 Towards Zero- Safer Roads and Road Users John Dawson Chairman, EuroRAP AISBL Ljubliana, 23rdJune 2016

Today: solutions – and payoffs .. and could deliver by 2020

European Road Assessment Association NCAP’s sister vision zero inspired civil society, authorities, experts founded iRAP (and EIRA) iRAP’s philanthropic finance = “free-to-air” tools

pedestrian crossings in south east Europe! Big Data Hundreds of clubs, NGOs, universities, charities, governments, banks, volunteers 5,000 flawed pedestrian crossings in south east Europe! 70 countries; 500,000 km inspected

Our European Context 500,000 killed or serious trauma Last 10 years 500,000 killed or serious trauma majority outside cities & towns 5 serious traumas per km on main roads annual crash cost 2% of GDP fast moving international change weak diffuse accountabilities ‘ We face risks 7 or 8 times any other we face in our daily lives

It will not happen with ‘business as usual’.. but it can be done 50% Reduction by 2020 It will not happen with ‘business as usual’.. but it can be done “Life is what happens to you while you're busy making other plans.” “No excuses” Zoleka Mandela

The Safe System Road Behaviour Vehicle OECD 2009…. EC 2010…. UN 2011.. self-explaining, forgiving We’re talking today about 3 of these pillars How we manage road safety Behaviour and safer roads You’ll see later the RAP programme provides such strong data that it can, for example, the Police can show the public that they are targeting speeding on high risk roads as has been done in Slovenia. IF WE LOOK AT SAFE SYSTEM DEVELOPMENT, different countries are different places. Drink, seat belt wearing, wild speeding make huge differences. NL, England and Sweden look to have the same death rate but this hides the differences. The Swedes are upgrading safety on thousands of kms of single carriageway roads to 3 and 4 star while the Netherlands already has massive travel on safe 4- and 5- star roads - but must tackle cycle safety and its lightly travelled regional 1- and 2- star roads. Britain is just an average of the 2. Look at these two neighbouring regions next door to each other. One has twice the death rate of the other down to the differening star rating of their roads. Behaviour Vehicle belts, speed, drink, age active & passive protection OECD 2009…. EC 2010…. UN 2011..

Old “Fix the Driver” Model Vehicle Behaviour Road Watch out for the spinning blade in a factory face criminal prosecution Don’t Run Airplanes, rail, mines, marine transport or factories like this. Oil, mining companies we don’t have to explain when they ask us to help plan developments. Over 90% of accidents result from human error - but to err is human!

Safe System – layers of protection “Swiss Cheese” RELAIBLE SYSTEMS FROM UNRELIABLE COMPONENTS OECD TRAINING. EVERY MEMBER OF STAFF. DEFEND

Death Reducing Model Road & Vehicle Foolish forgiving design risk assessment nudge drink drive law penalties enforcement jail Criminal & Unstable Road & Vehicle Foolish nudge education training

The Safe System 5-star drivers 5-star cars 5-star roads

The Safe System - layers of protection

human body cannot survive uncushioned impact more than 40kph Managing Energy human body cannot survive uncushioned impact more than 40kph

Managing Energy

Need to set speed limits based on road protection Safe at the speed limit? Need to set speed limits based on road protection A 5-star car alone cannot protect above 70 kph Legal speeds kill unless car and road work as a system

We can measure - and track - safety Risk Maps: measure system safety as users, vehicles and roads combine Many EuroRAP members publish regular Risk Maps tracking national performance. Maps: one language for civil society, police, engineers, investors, EC

We can measure safety Star Rating: like NCAP, RAP measures built-in safety of road infrastructure Once Star Rating is measured, high return Safer Road Investment Plans can be generated.

Crashes that Kill Head-on crashes Brutal side impacts at junctions Run-off crashes with roadside objects Pedestrians and cyclists hit at speed

Safe Roadsides

Safe Junctions

Safe Overtaking

Safe Towns and Villages

Minimum Rational Safety Levels International 5-star National 4-star Busy Regional 3-star

Setting Measurable Goals 1. National Networks, 3-Star or Better by 2020 Netherlands: 100% national roads Sweden: 75% of travel England: 90% of travel 2. Development Bank Projects 3-Star or better in design briefs & €bn’s reshaped by WB, ADB, MCC, IBD, CAF..

Reforming ‘Business as Usual’ MAJOR PROJECT REFORM 1. Define a project or budget for a Safer Road Investment Plan to upgrade corridor safety 2. Make sure major projects have Star Rating goal in design briefs 3. Audit the Star Rating outcomes In Slovenia, a motorway size scheme, Slovakia spent €40m. fast delivery projects help programme managers

Raising TEN-T safety in Eastern Europe 40,000 km, 20% sample inspected With “maintenance measures” only 40% travel at 3-Star can becomes 60%. By 2020. 140,000 serious traumas saved over economic life. BCR = 6

The ‘3-Star or better’ Campaign EU must join leaders No funds for unsafe roads

How Can the Commissioner Lead? Policy speeches, publications, media EIB, CEF and regional finance Transparency partner civil society & RAP metrics Infrastructure Directive outcomes Managing Performance budgets for SRIPs safety metrics in design briefs senior EC services champion prioritising transport safety means metrics & budget reform You Can't Manage What You Don't Measure
