Regulation for TV-White Spaces Ord Item Proposed Expectations 1. Power levels for Rural and Urban Proposed EIRP for rural is 41.2 dBm; Proposed EIRP for urban is 36 dBm. Major number of TV-White Spaces Stations located in rural areas; Create incentives for wide rural deployment; No registration fees for rural deployment; 2. Channel Allocation One channel per BTS in urban; Two channels per BTS in rural areas; 3. Registration of BTS with Database BTS in rural areas must acquire transmission parameters from the Database every 48h; BTS in urban areas must acquire transmission parameters every 24h; Mitigate interference ; Ensure primary clients are not interfered by secondary users; 4. Remote monitoring Geo-location of all BTS stations and respective clients; Knowledge of spectrum usage for better; Kills switch or spectrum allocation Dynamic spectrum allocation; Possibility to change channels in case of interference without interfering with transmissions; 5. Infrastructure mapping for better spectrum usage Mapping UHF-VHF infrastructure; Learn and predict the growth of spectrum usage;   Plan and acquire decision making capabilities for better spectrum planning and allocations;
