Introduction EU pursues ambitious policy to make ship recycling greener and safer → Ship Recycling Regulation 1257/2013 (SRR) The main objective of the SRR is to ensure that ships under EU authority, i.e. those sailing under the flag of an EU Member State, are recycled in a safe and sustainable manner. A secondary objective is to contribute to the global entry into force of the HKC.

The European List of ship recycling facilities « [From 31 December 2018] Ship owners shall ensure that [EU flagged] ships destined to be recycled are only recycled at ship recycling facilities that are included in the European List » (Article 6)

How the European List works Shipyards must comply with strict safety and environmental criteria (based on HKC + additional “more stringent” EU requirements) For shipyards in the EU, Member States check the conditions and tell the Commission which facilities in their territory comply Shipyards outside the EU apply to the Commission for inclusion The European List gets regularly updated (3 updates in 2018, more to come in 2019)

The European List – what’s next? Incentives for more yards in the EU to join the List Assessment of applications from non-EU yards continues and decision for inclusion will be taken on a case-by-case basis 25 pending applications (6 Turkey, 14 India, 4 China, 1 USA) 1st phase of assessment process completed for 23 applications 9 facilities already inspected (5 Turkey and 4 India) Specific situation for yards located in China More applications from 3rd countries in the pipeline Next update (5th version of the List) to be adopted soon

Final Considerations – HKC & SRR EU policy in support of HKC → we welcome recent ratification by Japan & Turkey and encourage other big shipping and recycling nations to follow the lead of these two countries and of the early European adopters (BE, FR, DK, NL), and accede to the HKC The SRR facilitates the global entry into force of the HKC → thanks to the SRR, key features of the HKC are already becoming a reality; owners and recyclers investing today in the SRR will be ready from day one for the HKC when it enters into force
