Update To Milwaukee River Watercourse Management Plan (MRWMP) Commission Agenda Item #13

Milwaukee River Watershed Jurisdictional Watercourses 7 watercourses within Milwaukee River watershed Beaver Creek Brown Deer Park Creek Indian Creek Lincoln Creek Milwaukee River main stem Milwaukee River estuary Southbranch Creek Separate watercourse management plan for each

Milwaukee River Watershed: Jurisdictional Watercourses Milwaukee River main stem in blue

Milwaukee River WMP (main stem) From County Line Road to former North Avenue Dam in: Village of Brown Deer Village of River Hills Village of Shorewood City of Glendale City of Milwaukee

Current MRWMP Identifies 387 structures located in floodplain: City of Glendale (378 structures) City of Milwaukee (3 structures) Village of Brown Deer (3 structures) Village of River Hills (3 structures) District staff and SEWRPC developed alternatives to reduce structural flooding in this floodplain

MWRMP

Current MRWMP Voluntary property acquisition for 13 structures on Sunny Point Peninsula in Glendale After District development of overall guidelines, work with each municipality on voluntary floodproofing, elevating structures, or voluntary acquisition Open space created in areas where structures are removed would remain in public ownership and be prohibited from future development Estabrook Dam Removal

Existing MRWMP Implementation Progress District removed Estabrook Dam Updated floodplain modeling, being reviewed and adopted Once adopted, will reduce number of structures in floodplain

MRWMP Implementation Progress Worked with Glendale on acquiring 7 properties in Sunny Point Peninsula Staff also developed policies regarding voluntary property acquisition, structural floodproofing, or structural elevation This resulted in additional changes to MRWMP, primarily around properties that Glendale is interested in acquiring ICA with Glendale: next Commission document

Floodproofing Policy Staff will update Commission on floodproofing/property acquisition policies at future Commission meeting

Recommended MRWMP Revisions Opened voluntary floodproofing or acquisition beyond the original 13 properties in Glendale Acquisition or floodproofing would be in voluntary cooperation with each municipality and property owner, and contingent on budget approval

MRWMP Table updated to show 7 structures removed Staff will request of the Commission an update to MRWMP after FEMA regulatory floodplain is updated
