How a Bill becomes a Law
It starts with an Idea! Research is done to see if there is a need, who would support it, would other not be willing to support it, and why?
Bill is given a number and processed Step 2: Assigned to a committee Standing Committees look at it and decide is it important enough to go on, hold hearings and make changes if needed.
Bill sent back to house floor Step 3: Floor Debate Congress people give arguments as to why it should or should not pass.
Bill goes up for a vote Step 4: The vote If it is passed in one house it then must pass identically in the other house. If bills are different both have to meet in a joint committee to get the same bill and then both houses must pass it.
Bill is sent to the President Step 5: Bill is signed into law or vetoed If vetoed, Congress can override the veto by 2/3 vote in both houses.
