What is the BIG Issue for transparency?? Lack of reliable data, Fragmented, unsustainable structures and arrangements, weak coordinated processes … and more we need to help countries to have capacities for managing the full cycle of data flow - from data production to use Actively promote the institutionalization of current best practices of national inventory work TASA places strong emphasis on supporting transparency for national purposes – demand-driven, needs-based.

Global south demand for technical support on MRV for the enhanced transparency framework data on outputs, components and budget allocation were extracted from Project Identification Forms (PIFs) that countries have submitted to the GEF until January 2019 or GEF CEO-approved project documents, regardless of whether implementation has started. Outputs were classified according to two main categories: 1) The Enhanced Transparency Framework established under Article 13 of the Paris Agreement (PA ETF): information provision on national greenhouse gas (GHG) inventories; implementation and progress tracking of Nationally Determined Contributions (NDC); climate change impacts and adaptation activities; financial, technological, and capacity-building support provided; and financial, technological, and capacity-building support received or needed).   2) Cross-cutting activities, tools and frameworks necessary to establish the basis of activities that can be directly mapped to the ETF categories. Within this category, the following four typologies were defined: Centralized data management tools, including the building of digital platforms to sustain centralized repositories of climate data, interactive tools for exchange of data among stakeholders, facilitate reporting processes and increase varying levels of access to and visibility of climate related information at country level. MRV systems, including cross sectorial or single-sectorial systems that allow countries to measure, report and to some extent verify its GHG data, mitigation and adaptation policies and actions, and climate related finance flows, mostly from the procedural side, defining the arrangements and tools for implementing their systems. Transparency country capacity support, comprising outputs aimed at building institutional capacity at the governmental level to tackle transparency requirements. These outputs are expected to improve the organizational arrangements and technical coordination of institutions, strengthening their technical capacities. This category also comprises the development of strategies, and tools supporting the implementation of the created institutional capacity. Stakeholder engagement and transfer of knowledge, including training activities to different stakeholders, and especially government officials working on transparency-relevant roles. This typology also includes the exchange of experiences and knowledge at global, national and subnational level among stakeholders, clustering a number of outputs aimed at engaging a wider basis of stakeholders at national level into transparency concepts. Concerning the allocation of outputs into the Means presented in this figure, outputs aimed at improving: procedures for a better implementation of transparency tools showed a larger popularity, while legal and regulatory improvements were considered less interesting to test in the countries using this project, so less countries selected outputs related with them. This shows a more practical approach from the countries into counting with technical rather than legal tools for developing in their first stages of their own frameworks of transparency. Meeting the objectives - how? Establish/enhance national MRV systems - supported by sustainable institutional and legislative arrangements. Partnering with existing institutions to improve current capabilities to ensure that the capacities build remain within the country Capacity building - based on existing knowledge and feedback from developing countries to create guidance and tools that can be applied to a wide range of circumstances and establish requirements that encourage transparent and reliable estimates of impacts. Research Regional and global knowledge management - facilitating dissemination and sharing including peer-to-peer exchange, knowledge facilitation, e.g. identification of good practices, development of tools and guidance, complementary e-learning/webinars. New approaches to data generation, collection, analysis and report for evidence based decision making - Approaches in line with technology advances; research and innovation to improve the reliability, availability and accurateness of data. Connecting and Networking - work with organisations and stakeholders at all levels and across diverse networks, including in the private sector, academia and civil society.
