NYSED ESSA Accountability Designations Page Accountability Data Accountability Status Accountability Status Report Guide Start with the NYSED ESSA Accountability Designations page. Here you will see multiple resources to help various stakeholders understand ESSA. We will start here by downloading the public spreadsheet for the 2017-2018 data. Start this process. Also download the report guide. Next we will pull one of the educator fact sheets as well. We will select fact sheets on the new accountability system. Once there click on the first link above the table. Then click on ESSA fact sheet for educators in upper right hand corner of the chart. Click the browser back key twice to get back to the original page. Now under the Understanding the NYSED Accountability system under ESSA click on the answers to questions doc. Copyright Erie 1 BOCES - All Rights Reserved ESSA Fact Sheet The old system of accountability was called No Child Left Behind (NCLB). The new system is called Every Student Succeeds Act (ESSA). The fact sheet gives you more information about the ESSA system. Today’s session will focus on how the system works using the accountability data that has been released by the state. First the basic changes. Under NCLB the system was focused around the student achievement on assessments in ELA, Math, and Science at the Elementary and Middle level. At the High School level NCLB focused on Regents exams and Graduation Rates. Under the new ESSA system there is still a focus on academics and graduation but now it also includes an analysis of Chronic Absenteeism, College, Career, and Civic Readiness, and a measure that tracks the progress of English Language Learners. ESSA Multiple Measures Here is a chart that shows the seven multiple measures of success that districts and schools will be measured by. If an area cannot be measured do to lack of data, then scores are not generated for those areas. Let’s go back to the unfiltered spreadsheet you downloaded for the state. NYS District and School Accountability Status 2018-2019 The NYS District and School Accountability Status 2018-2019 document allows anyone to find the summary status for a district. Use the district name filter to find the status for your district. The Legend at the top defines the symbols. There are four main status areas. Good Standing, Target District, Targeted Support & Improvement, and Comprehensive Support & Improvement. Other status areas in the legend are variations of the main four. Find your district or a district you want to investigate by clicking the box next to the district. Make sure all the other boxes are unclicked. I’m going to click on my district “Clarence CSD”. Even though it looks like all is well for my district (I only have GS) , how close am I to being identified? Let’s look at the legend in more detail. There are five scenarios that show how a district could be cited. They are based on the colored columns from 8 to 13. We are going to look at the data starting in columns 8, 9, and 10. We are going to use the scroll arrow and look for Level 1 scores. On my data this occurs when I get to the Hispanic and multiracial subgroups for Harris Hill. Do they fit the criteria? For columns 8 and 9 they do as it says 8 or 9 need to be 1. 10 is 2 so I can end the scenario. There are no more areas that fit the criteria so there are no more “potential issues”. NYS Elementary and Middle Level Tab In column 9, I can see two “1”s in the hispanic and multiracial subgroups. I don’t fit the other criteria because those boxes are blank. Two find out how close I am I would have to go to the Level 2 SIRS 106 report and I would see I have 10 Hispanic students and 12 multiracial students. The algorithm is still calculating a score because it uses a minimum of 30 scores. It doesn’t have enough students to calculate the other columns 11 thru 13 so it leaves blanks. NYS Elementary and Middle Level Tab If we move to the right on the spreadsheet we eventually see the numbers for growth. They are different because years are averaged as well. The bottom line is because the number of students in the group is low, the likely hood of there being a citation is low but Clarence should be aware of the group being close. NYS High School Level Tab If I leave mine on Albany, I can already see a few things. My columns have changed. The process is the same though. Start from the left and move your way right. You can see that column 6 and 7 have properly identified what is going on. Slide the scroll bar so that column 17 is next to column 5. Copyright Erie 1 BOCES - All Rights Reserved Clarence MIP Report For the districts I serviced in 2018-2019 I took the MIPS spreadsheet that came out in November and added a column inserting the 2017-2018 data into the 5-year plan. I then color coded the column with a yellow color if the district fell below the target, green if they were above the target, and a blank if it did not record a score. I plan to add scores to this sheet each year to track the progress in each area. The areas of concern are the ones with the largest gaps.
