The Ninth Malaysia Plan (9MP) Under the Ninth Malaysia Plan (9MP) from 2006 to 2010, the Government has grouped its goals into five main thrusts, namely: Thrust 1: Moving the Economic Up the Value Chain Thrust 2: Raising the country’s capacity for knowledge and innovation, and nurturing ‘first-class mentality’ Thrust 3: Addressing persistent socio-economic inequalities constructively & productively Thrust 4: Improving the standard & sustainability of quality of life Thrust 5: Strengthening institutional & implementation capacity

The Ninth Malaysia Plan (9MP) Some Interesting Facts Under the 9MP from 2006 to 2010, Malaysian economy is set to grow steadily with the GDP expanding averagely by 6.0% per annum, achieving per capita GNP of RM23,573 in 2010. During the plan period, the population is projected to increase to 28.96 miliion in 2010 with the working age group of 15-64 years to account for 63.6 per cent of total population while those aged 65 years and above will increase to 4.7 per cent. The government will pump in a total of RM220 billion in the 9MP compared to RM170 billion in 8MP. Of this amount, a total of RM45.1 billion, or 20.5%, will be allocated to implement the various education and training programmes. Education RM23.19 billion or 10.5%, Higher Education RM17.6 billion or 8.0%.

The Relevance of 9MP to Publishers Particularly important to the publishing industry is the thrust 2, where development of human capital is given greater emphasis to sustain economic resilience and growth, and to drive a knowledge-based economy. The main focus of thrust 2: Holistic human capital development encompassing knowledge, skills, progressive attitudes & thinking, strong moral & ethical values Nurturing top-quality R&D, science and innovation Fostering a society with strong values Advancing women in development Empowering youth for the future

The Relevance – Translated High Impact Segment – Government’s emphasis on human capital development Expanding Market – Population growth, strong economy, improving GNP Increasing Needs – Greater demand for knowledge and progressive thinking Emerging market – Advancing women More Opportunities – Government’s expanded allocation
