DAC executive team talking points The top priorities and concerns of the DAC executive Team with regards to LCFF are: At the District Level: Holding District’s accountable. The money districts receive must be spent to improve the academic success of all students. Some government entity must monitor in a timely fashion the LCAP and the way money is spent to support it. After years of budget cuts that have resulted in the loss of student classroom time and services, districts must focus LCFF money on improving student access to an education that will allow them to reach their full potential.
DAC executive team talking points At the District Level: The state should determine minimum standards for the amount of money that can be spent at the district level versus the site level. Districts must include stakeholders throughout the budget/LCAP process. A review after the fact of a decision in an advisory capacity is no involvement at all. Stakeholders should include all affected by base, supplemental, and concentration grant funding. Keep DAC in place. With all its issues and difficulties, it is a well established group with connections to the community, the district, and the school board. Tweaks to the governing language could help improve its efficacy.
DAC executive team talking points At the site level: Much like the former EIA grants, money must be given to sites. Sites will know best how to serve their students. Be sure that SSC votes continue to be binding, not advisory. This speaks to the heart of local control and stakeholder involvement and influence. School councils should maintain the composition of 50% parents. Only community members could be a portion of this 50%. School site plans must address the needs of all students.
