Peer Review Service on Safe Long Term Operation IAEA Activities in Safety of Long Term Operation Robert Krivanek – R.Krivanek@iaea.org Project manager for LTO Division of Nuclear Installation Safety

IAEA MANDATE Article III.A.6 of the IAEA statute: “The Agency is authorized to establish or adopt … standards of safety for protection of health and minimization of danger to life” in connection with peaceful utilization of nuclear energy. SSR-2/2 Safety of NPP: Commissioning and Operation Requirement 14: Ageing management The operating organization shall ensure that an effective ageing management programme is implemented to ensure that required safety functions of systems, structures and components are fulfilled over the entire operating lifetime of the plant. Requirement 16: Programme for long term operation Where applicable, the operating organization shall establish and implement a comprehensive programme for ensuring the long term safe operation of the plant beyond a time-frame established in the licence conditions, design limits, safety standards and/or regulations.

Challenges of safe long term operation Unclear national energy strategy Difficult to decide on investment for LTO Lack of rules for LTO preparation Routine operation of old units Difficult to acquire young engineers The best personnel attracted to operation of new modern plants Post-Fukushima situation Change of political and public acceptance New safety requirements

How does the IAEA support safe LTO of NPPs? Establishment of related IAEA Safety Standards Fostering information exchange and establishing databases IGALL Programme AM and LTO workshops SALTO methodology and experience transfer workshops CRP – Coordinated Research Projects Provision of peer review service (SALTO peer review) to assist Member States in application of related Safety Standards

Benefits of SALTO Review Service Review of compliance with IAEA standards Recommendations for improvement to reach the compliance Opportunity for NPP staff to discuss their practices with experienced experts Strengthening of public confidence to NPP Support in licensing renewal procedure (or extension of operational permission procedure)

IAEA Safety Standards relevant to ageing management and LTO SSG-48 Ageing Management and LTO (2018) SSG-25 Safety Guide on PSR (2013) SS No 26 SALTO Guidelines (2014) New SRS Data, scope setting, plant programmes (2020?) SRS No 82 IGALL Report (2015) 6

Safety Guide on AM and LTO Provide comprehensive guidance on recommended ways of fulfillment of SSR-2/2 Requirement 14: Ageing management Requirement 16: Programme for long term operation Mainly focused on physical ageing but also includes management of technological obsolescence. Published in December 2018

Safety Report Series No. 82 ‘IGALL’ Recommended ageing management programmes and typical TLAAs Supports a systematic approach to manage ageing as described in SSG-48 First published in 2015 IGALL database on IAEA website contains: 92 Ageing Management Programmes (AMPs) 26 Time Limited Ageing Analysis (TLAAs) Technological obsolescence programme More than 2600 consolidated line items in AMR tables (totally more 7000 line items collected from MS) Updated version on IGALL Safety Report after Phase 3 available since December 2017 to be published by the end of 2018 Can be used as reference in SALTO, but not as basis for issues SALTO Peer Review Service Team Briefing and Training 2

SALTO Peer Review Guidelines Published in January 2014 Standard review areas Provide a basic structure and common reference across the various areas Unified mission schedule Initially developed for SALTO peer review team members but also provides guidance to a host organization in preparation to a peer review

Steps of the SALTO Peer Review Phase 0: Workshop/seminar on IAEA safety standards and SALTO methodology (optional) Phase 1: NPP in preparation for LTO programme, assessment, action items scheduling Step 1: Preparatory Meeting 1 Step 2: Pre-SALTO Mission one or more Pre-SALTO missions 10-2 years before entering LTO) Phase 2: NPP ready for LTO Step 3: Preparatory Meeting 2 Step 4: SALTO Mission: Less than 2 years before entering LTO Step 5: Follow-up SALTO Mission (performed after Pre-SALTO or SALTO mission)

Time schedule of SALTO Step 1 Preparatory Meeting 1 1-2 days 6-9 months prior to the mission Step 2 Pre-SALTO Mission 8 days Step 3 Preparatory Meeting 2 Step 4 SALTO Mission 9 days Step 5 Follow-up SALTO Mission 4 days 18-24 months after Pre-SALTO or SALTO mission

Standard SALTO Peer Review scope Area A - Organisation and functions, current licensing basis, configuration/ modification management Area B - Scoping and screening and plant programmes relevant to LTO Area C - Ageing management review, review of AMPs and related TLAAs for mechanical components Area D - Ageing management review, review of AMPs and related TLAAs for electrical and I&C components Area E - Ageing management review, review of AMPs and related TLAAs for civil structures Area F - Human resources, competence and knowledge management for LTO.

Standard SALTO Peer Review scope The scope of the SALTO peer review does NOT address: Assessment or review of the plant design Assessment of the environmental impact of LTO Economic assessment and long term investment strategies

SALTO Methodology Four methods to acquire information to develop issues and evaluation in the report: Review of written materials Discussions (interviews) with counterparts Direct observations of SSC status, environment Discussions of evaluations/tentative conclusions with counterparts AIP etc.

SALTO – Working with Counterparts Entrance meeting Daily interviews Plant walk-downs Exit meeting

Mission Report Structure A preliminary report is issued at the end of the mission contains mainly the following chapters: Executive summary Summary information on nuclear power plant Mission objectives and scope General conclusions Detailed conclusions for each area Recommendations/suggestions Encouragements and good performances Good practices Appendix - Issue Sheets
