Analysis on S&T Innovation Capacity Analysis of science and technology innovation took place by reviewing overall process of innovation based on the basic framework of NIS (National Innovation System). Five dimensions (Resources, Activities, Network, Environment, Performance) were derived as structuring components of the Analysis model, which encompasses the whole process of input of resources and output of economically valuable results.
