History – Express services The telecom utility created using long term bonds Created a figure 8 backbone infrastructure in Kitsap County Connecting Schools, Libraries and other Anchor institutions Carrier transport – CenturyLink (CenturyTel and Qwest) and Wave Broadband Kitsap Naval Bases – Puget Sound Naval Shipyard (PSNS), Bangor and Keyport Cell Tower backhaul Small business customers Future….. More Naval connections less carrier transport, Small Business (?)

Residential What comes next? 2015 Launched the COS Service Zones as a Survey tool for the county. 2016 Installed distribution cabinets and established the residential network – separate from the express network Operate an Active Ethernet Solution 2017 Formed first Local Utility District for Telecommunications 2018 Double residential connections to reach over 200 customers What comes next?

Expand Residential Service Across Kitsap County 2019 Goal to provide service to 1000 residents Middle Mile Expansion Over 25 miles planned in 2019 Reach areas of unserved or underserved residents Yellow areas on Heat Map Add Staff Increase telecom staff to 11 Two crews installing express and residential equipment Need to add additional Splicing resources Install Distribution Cabinets across county

Middle mile expansion Hansville Loop – Out to bid Feb 2019 Approximately 2000 residents with limited service Multiple LUD proposed by the community Seabeck Phase 3 – Out to bid March 2019 Create a redundant loop for existing Seabeck infrastructure Approximately 600 residents Multiple LUDs proposed by community South Kitsap Redundancy – Out to bid March 2019 Create redundant path that is separate from CenturyLink for Kitsap County facilities in Port Orchard Approximately 200 residents

Local Utility Districts Funding Mechanism for communities to expand utility services Utilized first in 2017 for Telecommunications Infrastructure Average cost of connection is $4,700 if a path exists LUD’s have ranged from $2,000 to $15,000 per lot for telecommunications Assessed value of home is expected to increase 3-5% Works best when small community of like sized homes, lots and type of connection (aerial or underground) NonContiguous LUDs for individual residents started in 2018
