The Plan for Europe Congress of Vienna = meetings to decide future of Europe Klemens von Metternich = Austrian prince who leads Congress of Vienna Distrusts democracy – Napoleon = natural result of democracy Metternich’s 3 goals: Prevent future French aggression Restore balance of power Return royal families to thrones of Europe pre-Napoleon
Containing France Keep France in check by surrounding it by strong countries Austrian Netherlands & Dutch Republic form Kingdom of Netherlands German Confederation formed – Austria dominates confederation Switzerland = independent nation Genoa added to Kingdom of Sardinia
Balance of Power & Legitimacy France loses little power – still a major country in Europe Congress does not want France to seek revenge if France is punished too harshly Monarchs returned to thrones that were removed by Napoleon = legitimacy
Conservatives Rule Conservative rule values through out Europe “Holy Alliance” formed to use Christian values to combat ideals of French Rev. (Russia, Austria, Prussia) Values of French Rev. move to Latin America When Spanish king gone b/c Napoleon, so went control of Latin America – now Spain wants control back Latin American countries fight and win independence
