The Plan for Europe Congress of Vienna = meetings to decide future of Europe Klemens von Metternich = Austrian prince who leads Congress of Vienna Distrusts democracy – Napoleon = natural result of democracy Metternich’s 3 goals: Prevent future French aggression Restore balance of power Return royal families to thrones of Europe pre-Napoleon

Containing France Keep France in check by surrounding it by strong countries Austrian Netherlands & Dutch Republic form Kingdom of Netherlands German Confederation formed – Austria dominates confederation Switzerland = independent nation Genoa added to Kingdom of Sardinia

Balance of Power & Legitimacy France loses little power – still a major country in Europe Congress does not want France to seek revenge if France is punished too harshly Monarchs returned to thrones that were removed by Napoleon = legitimacy
