What is FIRST? Financial Integrity Rating System of Texas Created by the Texas Education Agency to ensure that Texas public schools are held accountable for the quality of their financial management practices and that they improve those practices. The system is designed to encourage Texas public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes. The 2015-2016 rating calculations are based on data from the 2014-2015 fiscal year. This year, the FIRST ratings are based on fifteen financial indicators, such as administrative cost expenditures; the accuracy of a district or charter’s financial information submitted to TEA; and any financial vulnerabilities or material weaknesses in internal controls as determined by an external auditor. Based on the submitted information, one of four financial management ratings – Superior, Above Standard, Meets Standard, or Substandard Achievement – is then assigned.

Reporting School district must prepare and distribute an annual financial management report which must include: The district’s financial performance rating. Reimbursements received by the Superintendent and Board Members for the fiscal year 2015. Report the current Superintendent’s contract in the annual report or post to the internet. The current Superintendent’s contract is posted on the Thorndale ISD website. Public hearing to provide an opportunity to comment.
