Background and Rationale Trade Facilitation is extremely important to the development of trade and investment. However, they are still issues related to trade facilitation in CLMVT. Government policy to support the development of Trade Facilitation can assist in the reduction of the cost of doing business and to enhance countries’ competitiveness.

Challenges Definition and interpretation of each article of WTO TFA might be different in each country. Recommendation for WTO TFA implementation in CLMVT

Recommendation for CLMVT Establishment of a Sub-Regional Committee on Trade Facilitation under the framework of ACMECS A central agency for setting the direction and development plan for trade facilitation in the sub-region Clearly defines the definitions and scope in each category of the WTO TFA The CLMVT countries should together clearly define the definition and scope of each category to categorize the provisions into each Category correctly and will lead to standardization in the sub-region Issuing the WTO TFA implementation guidelines Standard procedures for WTO TFA implementation in the the sub-region Implementation of the revised World Customs Organization (WCO RKC) More than 80% of WTO TFA implementation is the operation of customs which work under WCO RKC practices The WCO RKC practices are highly consistent with WTO TFA implementation
