SMS: ICAO Provisions 3.3.2.1 States shall require that the following service providers under their authority implement an SMS: a) approved training organizations …; b) operators of aeroplanes or helicopters …; c) approved maintenance organizations …..; d) organizations responsible for the type design or manufacture of aircraft…; e) air traffic services (ATS) providers in accordance with Annex 11; and f) operators of certified aerodromes in accordance with Annex 14, Volume I. 12 October 2019
