What is Bill 148? Fair Workplaces, Better Jobs Act, 2017 (Bill 148) Passed into law on November 22, 2017. Amendments to three primary pieces of legislation: Labour Relations Act (“LRA”) The Occupational Health and Safety Act (“OHSA”) The Employment Standards Act (“ESA”) – significant affect on colleges The new mission reflects the desire for all stakeholders to see themselves in this Strategic Plan. As the College develops closer linkages with employers and the community, they increasing will value the contributions Algonquin makes to their success. The new vision points to what the College will deliver – a personalized learning experience that is digitally connected and replete with meaningful experiential learning. The values are timeless and the community has strongly supported leaving them unchanged.

Getting back to a Balanced Budget A three year strategy reflects significance of the challenge Bill 148/ESA Impact $25M Budget Deficit Funded by Reserves Budget Deficit Funded by Reserves Year 3 Mitigation Balanced Budget Year 2 Mitigation Ontario Colleges of Applied Arts and Technology Act requires each institution to operate a balance budget or seek permission to temporarily run a deficit with an appropriate recovery plan. A compliance budget will ensure the College meets the requirements of Bill 148, temporarily placing the College in deficit for a period of time (Approximately 3 years), while it implements strategies to return it to a balanced budget. Finance Definition Budgeted expenditures are equal to or less than the sum of budgeted revenues plus any permitted accumulated surpluses (reserves) accessed as a revenue source. The budget must achieve a positive balance in its accumulated surpluses (reserves) at the end of the year. The Ministry permits College Boards of Governors to approve budgets with in-year deficits provided that the College is maintaining a positive balance in its accumulated surpluses (reserves) at the end of the year. The deficit is financed through College reserve funds. Year 1 Mitigation 2018-19 2019-20 2020-21 In-year deficit budgets temporarily offset by reliance on College reserves

Algonquin’s Response Research/Brainstorming Task Force - representation from across the College Meeting weekly to: Analyze the impact Prepare financial projections Identify and analyze options Generate discussion with Steering Committee and Leadership Team Some ideas will be identified for implementation in the short term, mid term or long term This month we are outlining our three year plan for a balanced budget to the Board of Governors.
